City Council, January 22, 2002
A special session of the Pawtucket City Council is held Tuesday, January 22, 2002, at seven four o’clock p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, and Wildenhain.
Absent – Councilors Hoyas and Moran.
President Barry presides.
President Barry opens the Open Council Workshop portion with the Pawtucket Water Supply Board Evaluation Team.
President Barry states that Margaret M. Lynch-Gadaleta, City Solicitor, is available to answer any procedural questions.
Mayor James E. Doyle delivers remarks regarding the Water Treatment Plant Bids, which are made part of this record and FILED.
Mayor Doyle states that he is supporting the recommendation of the Evaluation Committee and the Water Supply Board designating Earth Tech as the developer to design, build and operate the new Water Treatment Plant for the next 20 years.
Mrs. Marchand submits information on Life Cycle Costs using Net Present Value criteria, which is made part of this record and FILED.
Mrs. Marchand asks the City Council to support the recommendation of the Evaluation Team and Water Supply Board designating Earth Tech as the developer to design, build and operate the new Water Treatment Plant for the next 20 years.
Mr. Pasquariello asks the City Council to support the recommendation of the Evaluation Team and Water Supply Board designating Earth Tech as the developer to design, build and operate the new Water Treatment Plant for the next 20 years.
Mrs. Tetzner asks the City Council to support the recommendation of the Evaluation Team and Water Supply Board designating Earth Tech as the developer to design, build and operate the new Water Treatment Plant for the next 20 years.
Sean Coffey, Attorney hired by the City Solicitor as legal counsel for the PWSB, explains that the Council’s role is to select a vendor who will design, build and operate the new Water Treatment Plant, based on all the criteria available. Mr. Coffey informs the Council that they must conclude that the proposal they select is responsive to the RFP and contains the lowest evaluated bid price based on the objective measurable criteria detailed in the RFP and is deemed most favorable to the City.

Mr. Licht introduces the following representative of US Filter: Steve Kruger, Vice President and Regional Manager in charge of US Filter’s New England Region; Farzine Keany, Project Manager; and, John Lucy, Executive Vice President in charge of Design, Operation and Construction.

President Barry asks the members of the Council to reflect on the information provided at this meeting and that a future meeting shall be scheduled to make a decision on the vendor for the Design, Build and Operation of the Water Treatment Plant in the City of Pawtucket
Upon motion made by Councilor Bray, seconded by Councilor Grebien, the meeting is adjourned at eleven twenty-five o’clock p.m.
