City Council, February 21, 2001
A regular session of the Pawtucket City Council is held Wednesday, February 21, 2001, at eight ten o’clock p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Barry, Councilors Bray, Carr, Clemente, Grebien, Moran, and Wildenhain.
Absent – Councilors Hodge and Hoyas.
President Barry presides.
The reading of the records of February 7, 2001, is dispensed with and the records are APPROVED as prepared by the Clerk.
Upon motion made by Councilor Bray, seconded by Councilor Grebien, the *Consent Agenda is APPROVED, on a unanimous voice vote.

THE CHAIR RECOGNIZES COUNCILOR WILDENHAIN.
With majority consent of the Council, the following motion made by Councilor Wildenhain, on behalf of Council President Barry, seconded by Councilor Bray, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Pamela M. Marchand, P.E., Chief Engineer, Pawtucket Water Supply Board, regarding the communication dated February 14, 2001, providing an update on the Main Renovation Program.
The Council is dissatisfied with the condition that the streets have been left in after water main renovation work was completed. The Council is requesting that before any restoration work in the 2001 schedule is started, that the following be submitted:
1. Provide a detailed plan of how the Water Supply Board intends to repair, not patch, all streets that have been disturbed for main work.
2. How will the streets be resurfaced and brought back to its original condition?
3. Provide a list of all the streets in the renovation work for 2000 and the current condition of the road surface.
4. Submit a time frame for the above roads.
5. Submit a time frame for the proposed improvements for 2001…Council wants assurances that the work is completed in time, and that necessary improvements may be accomplished before winter.
6. How does the Water Supply Board intend to address North Bend Street between Armistice Boulevard and Walcott Street, as well as, Dryden Avenue?
7. What amount of bond money is set aside for street repair work?
The Council is also requesting that no new work begin until the Council reviews and approves a plan as outlined above.

The Clerk is instructed to send a communication to George L. Kelley, III, Chief of Police, requesting radar patrols on Cottage Street, at Lee Street, in the vicinity of Royal Cleaners, due to excessive speeding in this area.

The Clerk is instructed to send a communication to Pamela M. Marchand, P.E., Chief Engineer, Pawtucket Water Supply Board, regarding a “dip” in the road in front of 962-964 Cottage Street, that was the result of work done by the Water Supply Board.
The Council is requesting that the necessary steps be taken to correct this problem immediately.
Communication from Margaret M. Lynch, City Solicitor, to Janice M. LaPorte, CMC, City Clerk. (Mariano Construction) is READ AND ORDERED FILED, and is REFERRED TO THE FINANCE COMMITTEE.

C. Public Hearing: Within thirty (30) days of the receipt of the complete plans, the Commission shall hold a public hearing upon the plan, in accordance with procedures set forth in Section 410-112 of this ordinance. Abutting owners will be notified by regular mail. and owners of real property in or within two hundred (200’) feet of the perimeter of the proposed project shall be notified by certified mail of the hearing. Notification is not required if the applicant is applying for a variance or special use permit before the Board.
