City Council, February 23, 2000
A regular session of the Pawtucket City Council is held Wednesday, February 23, 2000, at eight o’clock p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Barry, Councilors Bray, Carr, Clemente, Grebien, Moran, and Wildenhain.
Absent – Councilors Hodge and Hoyas.
President Barry presides.
The reading of the records of February 9, 2000, is dispensed with and the records are APPROVED as prepared by the Clerk.
Upon motion made by Councilor Bray, seconded by Councilor Grebien, the *Consent Agenda is APPROVED, on a unanimous voice vote.

THE CHAIR RECOGNIZES COUNCILOR MORAN.
With majority consent of the Council, the following motion made by Councilor Moran, seconded by Wildenhain, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to Darlene Hall, Office of the Inspector General, to obtain information under the Freedom of Information Act regarding the Pawtucket Housing Authority Investigation.
THE CHAIR RECOGNIZES COUNCILOR CARR.
With majority consent of the Council, the following motion made by Councilor Carr, seconded by Councilor Wildenhain, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to all towing companies on the City’s tow list requesting their billing records for cars towed and prices charged during the snowstorm on February 18, and 19, 2000.
The Clerk is further instructed to send a communication to Chief George L. Kelley, III, requesting a record of all vehicles towed during the snowstorm the weekend of February 18, 19, 2000.
THE CHAIR RECOGNIZES COUNCILOR CLEMENTE.
With majority consent of the Council, the following motion made by Councilor Clemente, seconded by Councilor Wildenhain, is PASSED on a unanimous voice vote:
The Clerk is instructed to send communications to the Pawtucket traffic engineer and the Lincoln traffic engineer, asking that they work together to develop a remedy to the traffic problems on the Cobble Hill Road section in Lincoln, coming down the hill into Pawtucket.
Michael E. Burns, Traffic Engineering Supervisor, is further requested to provide a recommendation on how to slow down traffic at the Power Road and Weeden Street intersection.
The Clerk is further instructed to send communications to the Pawtucket police chief and the Lincoln police chief, requesting that they work together to solve speeding problems on the Cobble Hill Road section in Lincoln, coming in to Pawtucket.

With majority consent of the Council, the following motion made by Councilor Clemente, seconded by Councilor Wildenhain, is PASSED on a unanimous voice vote:
The Clerk is instructed to send communications to Michael D. Cassidy, Secretary, City Planning Commission, and to Gerald Quinn, Chair, City Planning Commission, requesting that he forward a copy of all Planning Commission agendas be forwarded to the members of the City Council beginning with their next meeting.

With majority consent of the Council, the following motion made by Councilor Grebien, seconded by Councilor Wildenhain is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to the Snow Removal Committee to review the procedures that are being used for plowing city streets during snowstorms.
Some of the issues the Council is looking into are:
1. What is the policy in effect for towing cars during the no parking ban?
2. Why is it so difficult to get curb to curb plowing during a snowstorms?
3. Why are some cars allowed to remain on a street, while others are removed?
4. Many other issues that have resulted from the last snowstorm?

The Clerk is instructed to send a communication to Michael D. Cassidy, Director, Planning and Redevelopment, requesting that he prepare an RFP to solicit proposals for the concession operations at Slater Park.
