City Council, April 5, 2000
A regular session of the Pawtucket City Council is held Wednesday, April 5, 2000, at eight ten o’clock p.m., in the City Council Chambers, City Hall, 137 Roosevelt Avenue, Pawtucket, RI.
Present – President Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, and Moran.
Absent – Councilor Wildenhain.
President Barry presides.
The reading of the records of March 22, 2000, is dispensed with and the records are APPROVED as prepared by the Clerk.
Upon motion made by Councilor Bray, seconded by Councilor Hodge, the *Consent Agenda is APPROVED, on a unanimous voice vote.

The Clerk is instructed to send a communication to John E. Carney, Director of Public Works, requesting that he propose a solution to the problem of the ball field lighting, at the Newport Avenue entrance of Slater Park, glaring into the homes and affecting homeowners in the area.
Petition of Phyl-Top, Inc. d/b/a Mr. Tux, for a second hand shop license at 145 Newport Avenue, (previously located at 127 School Street), Tax Assessor’s Plat 41, Lot 365, to keep a shop for the purpose of purchasing and selling second hand articles, specifically: used clothing, LIC# 40260, which was advertised for a hearing at this time, is taken up:
Speaking in favor is Mr. Goho, Manager.
Mr. Goho states that this business has been a member of the community for 12-15 years. He is happy to be in Pawtucket and is requesting approval.

The Clerk is instructed to send a communication to Raymond Gannon, Chair Board of Appeals, requesting the following information regarding the Pawtucket Credit Union’s new facility on Central Avenue.
1. A copy of the minutes, and a copy of the decision of the hearing for the Pawtucket Credit Union.
2. Any response by the Board to a petition brought by the neighbors to the Zoning Board on the evening of the hearing.
3. Was an impact to the neighborhood study provided? If so, please forward a copy of said study to the City Council. If there was not a study, the Council is requesting the reason why one was not conducted.
4. Was a traffic study conducted? If so, please forward a copy of said study to the City Council. If there was not a study, the Council is requesting the reason why one was not conducted.

1. There will be one police officer assigned for each 150 patrons entering the Club. These officers are assigned directly to the club for order maintenance.
2. There shall be one police officer assigned to the area of East Avenue at the rear of the club, this officer does not count against the complement of officers allotted for the club. The officer designated for East Avenue is there to assure that no club patrons park in the Towers East, Boy’s Club, or Fleet parking lots, as well as on East Avenue.
3. The club shall assign security to assure order maintenance within the parking lots around the club. They have no authority to direct traffic on any property of the City of Pawtucket. They are not to intervene in any police matter.
4. The police department reserves the right to reassess the stipulated police detail arrangements if complaints of noise and incidence of violence continue to occur in and around the establishment.
5. Applicant shall provide a detail of at least 2 firefighters. when in the opinion of the Pawtucket Fire Chief, the applicant is sponsoring an event, which may mandate such services. This is pursuant to the decision of the Fire Safety Code Board of Appeal and Review, dated October 13, 1998.
