A regular session of the Pawtucket City Council is held Wednesday, May 5, 1999, at eight one o’clock p.m. in the City Council Chambers, City Hall, Pawtucket, RI.

Present – President Barry, Councilors Bray, Carr, Clemente, Grebien, Hodge, Hoyas, Moran, and Wildenhain.

Absent – 0.

The Clerk is instructed to send a communication to the Honorable, Mayor James E. Doyle, asking him to contact the Mayor of Attleboro, regarding the tearing down of the railroad overpass bridge on County Street at the Pawtucket/Attleboro line for AMTRAK’s electrification of the East Coast Rail Corridor.

The Council is also requesting that Michael E. Burns, Traffic Engineering Supervisor, be assigned to work with Attleboro officials on this project.

Further requested that the Mayor respond to rumors that the Pascale Block Company has been sold, and to obtain any information on this matter.

A response is requested in time for the first meeting in June, scheduled for Wednesday, June 9, 1999.

Communication from the Greater Providence Clean Cities Coalition to John Barry, City Council President, request for funding, is READ AND ORDERED FILED, and is REFERRED TO THE MAYOR AND THE FINANCE COMMITTEE.

Petition for an Auto Repair Shop License and Class A & B Second Hand Shop License of Jose A. He will operate 8 hours a day, and will rent a tow truck if needed.

Upon motion made by Councilor Bray, seconded by Councilor Hodge, the following license is APPROVED with the following stipulations, on a unanimous voice vote:

1. Outside storage within enclosed fenced in area for not more than 15 vehicles.

2. No outside storage of auto parts, auto debris, etc.

3. No repair work is to be conducted outside of the building.

4. Repair work hours of operation 8:00 a.m. to 5:00 p.m. Monday through Friday; 8:00 a.m. to 3:00 p.m. on Saturday.

5. Outside premises to be maintained in clean and sanitary condition.

6. Dumpster are to be replaced within the fenced in area on the premises for rubbish or garbage (but not auto parts)

7. Tow truck storage to be within the fenced in area.

8. No auto body work or painting allowed on premises.

9. No vehicles are to be left out overnight unless parked within the fenced in area.

Petition for a Class C Second Hand Shop License of Rita L. St. Lawrence d/b/a Consignment Concepts, (previous owner Kristen Calenda d/b/a Consignment Concepts), 877 Central Avenue, Tax Assessor’s Plat 13, Lot 126, for the purpose of purchasing and selling second hand articles, specifically used clothing, furniture, household goods, sporting goods, etc. LIC#40251, which was advertised for a hearing at this time, is taken up:

Speaking in favor is Rita St. Lawrence, 1050 Snake Hill Road, Gloster, RI.

Ms. St. Lawrence states that there will be no changes to the business.

In response to Councilor Wildenhain’s concerns, Ms. St. Lawrence states that there will be no large merchandise placed on the sidewalks.

With majority consent of the Council, the following motion made by Councilor Bray, seconded by Councilor Hodge, is PASSED on a unanimous voice vote:

The Clerk is instructed to send a communication to Michael E. Burns, Traffic Engineering Supervisor, requesting that a traffic study be conducted on Pidge Avenue.

The Clerk is further instructed to send a communication to George L. Kelley, III, Chief of Police, requesting that he take immediate appropriate action on this matter.
