City Council, May 20, 1998

A regular session of the City Council is held Wednesday, May 20, 1998, at eight o’clock p.m. All the members are present except President Barry and Councilor Moran; President Pro-Tempore Vieira presides.

The first item is a presentation made by Mayor James E. Doyle to Marianne Ward, recipient of the 1997 Jefferson Award.

The Clerk is instructed to contact the Legal Department to ask that they prepare a resolution freezing the remaining funds authorized under the $10,000,000 bond issue, approved by voters at the November 4, 1997 election, for repairs to the water treatment plant. The Council is further requesting that, prior to the payment of any future funds or the beginning of any new projects, a submission of plans and an explanation be provided to the City Council for their approval.

Petition of Pawtucket Jaycees Octoberfest/Summerfest Committee for a License to conduct a SUMMERFEST in a portion of Roosevelt Avenue, a portion of Exchange Street, and a portion of Main and High Streets (SEE MAP), on Saturday, June 20, 1998 from 11 a.m. until 11 p.m. and Sunday, June 21, 1998, from 11 a.m. until 9 p.m., abutting property owners within a 100 foot radius have been notified, is taken up:

Speaking in favor is Rose Torres, representing the Jaycees. Ms. Torres is requesting permission to hold the summerfest festival. She states that it is very similar to the Octoberfest, which the Jaycees have held in years past, with a slight addition. The Summerfest will be adding Hot Air Balloon Rides as well as a Kayak Race on the Blackstone River.

Also speaking in favor of the application, is David Nobel, General Chairman of the Summerfest. Mr. Nobel asks the Council for support and also for their ability to promote the festival.

The Clerk is further instructed to send a communication to Michael Burns, Traffic Division, requesting that he contact the Rhode Island Department of Transportation to request that an advanced left turn green light signal be placed on Newport Avenue at Central Avenue, running both in a Northerly and Southerly direction. Also, a copy of this letter is to be sent to Representative Kilmartin.

The Clerk is instructed to send a letter to Mr. William D. Ankner, Director of the Department of Transportation, regarding the condition of the portion of Rt. 95 that runs through the City of Pawtucket.

In particular, the Clerk is instructed to ask that the grassy areas along the Pawtucket portions of the highway be maintained. As of this date, the exit ramps along the section of highway in the downtown area are overgrown with weeds and grass, to the point where it is almost a hazard. The Council is asking that consideration be given to the City of Pawtucket to have the exit ramps and the grassy areas along Rt. 95 taken care of.
