City Council, March 11, 1998.
A regular session of the City Council is held Wednesday, March 11, 1998, at eight o’clock p.m. All the members are present except President Barry and Councilor Bray; President Pro Tempore Vieira presides.
The reading of the records of February 25, 1998, is dispensed with and the records are approved as prepared by the Clerk.

The Clerk is instructed to send a communication to the Legal Department regarding the property behind “Building 19" on Beverage Hill Avenue, which is being used by Ryder Transportation Company. The Council is requesting that the Legal Department work with the Zoning Department to determine if any violations exist to the restrictions placed on the deed to this property; one of which prohibits parking within 75 feet from the north fence, abutting residential homes. If so, it is requested that legal action be taken to bring the property owner into conformance. A response is requested in time for the next Council meeting scheduled for March 25, 1998.

The Clerk is instructed to send a communication to Mayor Judith Robbins of Attleboro, MA, requesting an update on the following issues regarding the Pascale Block Company on the Attleboro/Pawtucket line:
1. What is the current status of the property?
Are any parties showing interest in purchasing this property?
Is there indication that this property will be used for a “transfer station?”
2. How long will AMTRAK be allowed to use this property?
3. Is there a written contract with AMTRAK for electrifying their lines; if so, what does it entail?
4. AMTRAK works late in the evening and their heavy duty lighting sometimes point in the direction of the homes on Weldon Street. Can this be addressed by asking AMTRAK to turn those lights away from shinning on the homes on Weldon Street?
5. AMTRAK trucks and trailers are parked on the property facing Rice Street, which is a distraction to anyone who is driving by on Rice Street. Is it possible for the City of Attleboro to erect a stockade fence along the Rice Street entrance, which would block the trucks from view?

The Clerk is instructed to send a communication to Michael Cassidy, Director of Planning and Redevelopment, regarding the property located on the Attleboro/Pawtucket line, formerly owned by the Pascale Block Company. The Council is asking Mr. Cassidy to determine if there are any grants available to purchase a portion of this land to create a buffer zone between this property and the homeowners who border it. It is further requested that Mr. Cassidy contact the Planning Director of Attleboro, as well as the Congressional representatives of both Massachusetts and Rhode Island, to work together to see if any grant money is available for this type of project.
