City Council, November 5, 1997.
A regular session of the City Council is held Wednesday, November 5, 1997, at eight three o=clock p.m. All the members are present except Councilors Butler and Hodge and President Barry presides.
The reading of the records of October 22, 1997, is dispensed with and the records are approved as prepared by the Clerk.
Upon motion made by Councilor Vieira, seconded by Councilor Rabbitt, the *Consent Agenda is approved on a unanimous voice vote.

With majority consent of the Council, the following motion made by Councilor Rabbitt, seconded by Councilor Moran, is PASSED on a unanimous voice vote:
The Clerk is instructed to send a communication to John T. Gannon, City Solicitor, regarding a zoning ordinance amendment approved on April 8, 1997, regarding the Building 19 property, specifically Assessor=s Plat 41, Lots 232 and 344, and a resolution placing restrictions on this amendment. The Council is asking that he review these documents and submit a legal opinion on the enforceability of the restrictions listed in the resolution.
Further, the Clerk is instructed to request from Mr. Gannon a legal opinion on whether or not it is a violation of the zoning ordinance, section 410-12.18.Y, for Ryder Transportation Company to use a tank-type truck to dispense fuel to its buses, which are being stored in the Building 19 lot.

The Clerk is instructed to send a communication to Ronald F. Travers, Director of Zoning and Code Enforcement, regarding street lighting being reflected toward homes on Beverage Hill Avenue, specifically from poles #8 and #9. Councilor Rabbitt is requesting that he contact Ryder Transportation Company and Blackstone Valley Electric Company asking that this problem be corrected.
Councilor Rabbitt is also requesting that he contact the Rhode Island Department of Transportation and Department of Environmental Management, asking that those agencies inspect the fuel-holding tank truck used to dispense fuel to the buses owned by Ryder Transportation Company being stored on the property behind Building 19 on Beverage Hill Avenue. The Council asks that Mr. Travers report their findings back to the Council.

Councilor Moran has received complaints that the one-way restriction on Bloodgood Street is not being observed. He is asking that the chief schedule an officer for 5 days, between the hours of 7:00 AM 9:00 AM and 1:00 PM and 3:00 PM, to observe this situation and to site any violators.

Councilor Rabbitt is requesting that the chief conduct a site inspection to determine what hazards this type of storage may present to the residents in the area bordering this property, particularly in the vicinity of 157 Rocco Avenue. He also wants the chief=s opinion on whether these bumpers will cause a problem for the fire department should there be a fire at that location.

The Clerk is instructed to send a communication to David L. Quinn, II, Tax Assessor, to ask for his opinion regarding the residential property bordering J & J Bumpers, Inc., 10 Dunnell Lane, Tax Assessor=s Plat 34, Lots 202, 244, and 245, which is located in a Manufacturing Open Zone.
This company has applied to the Board of Appeals for a special use permit for the outside storage of automobile bumpers. Councilor Rabbitt, as well as the residents in the vicinity of 157 Rocco Avenue, are concerned that if this is allowed, it will affect the value of their homes. Councilor Rabbitt would like Mr. Quinn=s opinion on this.

The Clerk is instructed to send a communication to Dawn McCormick, Registrar, Board of Canvassers, regarding concerns he has with two polling locations in the Sixth District.
The first polling location is at the Nathanael Greene School. Councilor Vieira states that there is a parking problem at this school due to voters parking vehicles in the area used as a playground for the children attending school. The Council would like her comments on the feasibility of returning this polling location to the fire station on Smithfield Avenue, and the reasons for moving the polling location in the first place.
The second polling location is at Cunningham School, which has the same parking problems as Nathanael Greene. The Council would like her comments on the feasibility of moving this polling location to Coates Manor on Lonsdale Avenue.
