A regular session of the City Council is held Wednesday, March 5, 1997, at eight seven o'clock p.m. All the members are present and President Barry presides.

The Clerk is instructed to send a communication to Ronald F. Travers, Director of Zoning and Code Enforcement, to ask that he inspect the basement at 596 Newport Avenue, to ensure that it meets all of the building and fire codes.
At the council meeting, a public hearing was held to rezone the lot at 596 Newport Avenue. At said hearing Mr. Constant Poholek, Jr., swore under oath that he lives in a basement apartment at that address, three of four nights a week, while a tenant lives in the apartment above. The Council is concerned about this basement apartment meeting safety codes.

Councilor Moran has received further complaints from the neighbors about the condition of this property and therefore, he is once again requesting an update on the cleanup of the property. He is also interested in knowing if there are further developments on the city=s plans for its future sale or development.

Councilor Doyle would like the following information:
Beginning with the implementation of said provision:
1. What has been the nature of the grievances with the police department?
2. Who won said arbitration hearings?
3. What was the cost to the losers?
4. Which law office represented the city?

The Clerk is instructed to send a communication to John T. Gannon, City Solicitor, about the property at 308 Sneech Pond Road. The Council recently approved a resolution allowing the Water Supply Board to sell the property; however, the proceeds from the sale were to be kept in an escrow account until it could be determined who owns said property.
Councilor Hodge is requesting an opinion on the ownership of this property, and if it is agreed that the property is owned by the Water Supply Board, then the funds should be released to them.
