A special session of the City Council is held Thursday, May 30, 1996, at seven seven o’clock p.m. All the members are present and President Barry presides.

THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
With majority consent of the Council, Councilor Vieira introduces the following communication:
Communication from John T. Gannon, City Solicitor to Councilor Mary Bray, Chair, Pawtucket City Council Property Committee. (Amendment to Lease: Potter Burns School)
Upon motion made by Councilor Vieira, seconded by Councilor Bray the following communication is REFERRED TO THE CITY PROPERTY COMMITTEE:

THE COUNCIL RECONVENES AT EIGHT FORTY-TWO O’CLOCK PM.
The followng ordinance is taken up:
ANNUAL OPERATING BUDGET ORDINANCE 1996-1997
THE CHAIR RECOGNIZES COUNCILOR DOYLE, CHAIR OF THE FINANCE COMMITTEE.
Councilor Doyle introduces the following amendments:
Transfer $500,000 from the Reserve Fund to reduce the tax rate.
Add $300,000 from an anticipated surplus to the Reserve Fund to be used in FY 97 to reduce the tax rate.
Reduce the Uniform Overtime in the Police Department by $100,000.
Reduce the Uniform Overtime in the Fire Department by $100,000.
Reduce the current year estimated property tax by $1,000,000.
It has been estimated that the proposed increase in property tax revenues will result in a property tax rate of $41.06 per $1,000 assessed valuation which is a $.60 increase from the current residential tax rate of $40.46.
Upon motion made by Councilor Doyle, seconded by Councilor Vieira, the following amendments to the ANNUAL OPERATING BUDGET ORDINANCE 1996-1997, are PASSED on a roll call vote, as follows:
Ayes - President Barry, Councilors Bray, Butler, Cute, Doyle, Moran, Rabbitt and Vieira.
Noes - Councilor Hodge.

THE CLERK IS INSTRUCTED TO ADVERTISE FOR A PUBLIC HEARING TO BE HELD ON WEDNESDAY, JUNE 5, 1996, AT 8:00 PM, REGARDING THE AMENDMENTS MADE TO THE ANNUAL OPERATING BUDGET ORDINANCE FOR 1996-1997.
The following ordinance is read for the first time AS AMENDED and PASSED on a roll call vote, as follows:
Ayes - President Barry, Councilors Bray, Butler, Cute, Doyle, Moran, Rabbitt and Vieira.
Noes - Councilor Hodge.
