A regular session of the City Council is held Wednesday, April 10, 1996, at eight three o’clock p.m. All the members are present and President Barry presides.

The Clerk is instructed to send a communication to Joseph Roque, Purchasing Agent, regarding the first two items on his latest report to the Council regarding emergency purchases.
Specifically, they want to know why repairs to the two police cars would be considered emergencies, when the department has backup vehicles which could be used while the damaged cars are being repaired through the normal process.

The Clerk is instructed to send a communication to Jack Rahill, Director of Finance, to ask what procedure is used by the city to determine where the money will come from to pay for over-expenditures by certain departments.
For example, this year the snow removal budget is already over-expended by $366,000; how will he determine where the money will come from to pay that over-expenditure?
Petition for First Class VICTUALLING HOUSE of First National Supermarkets Inc., d/b/a Edward’s Super Food Stores, 295 Armistice Boulevard, Tax Assessor’s plat 27, Lot 906, to operate the additional hours between 2:00 am and 6:00 am, which was advertised for a hearing at this time, is taken up:
Speaking in favor is George Lieberman, 1 Park Row, Providence, RI, Attorney for applicant and Richard Posa, 940 Quaker Lane, East Greenwich, RI
Mr. Posa is the Vice President of Operations for the Northeast for Edwards. He oversees 40 stores, seven of which are in Rhode Island. The other RI stores have 24 hours licenses.
There have been no problems. There is nothing unusual happening between 2:00 am - 6:00 am.
Speaking in favor is Rick Nichols, 153 Pond Street, S. Attleboro, MA.
Mr. Nichols states that he is the manager of the Providence store and will be Manager in Pawtucket.
Between 2:00 am - 6:00 am they will stock groceries and there will be a couple of cashiers. There will be no deliveries.
There are no tables for eating at the stores and there are no drive-thrus.
He believes that being open from 2:00 am to 6:00 am provides a service to people who work 2nd and 3rd shift, and for those people who need the emergency services of a pharmacy. It also provides added employment.
There were never complaints at the Providence store. He would be open 24 hours even if competition didn’t.
Mr. Posa states that 96 of 106 stores are open 24 hours nationwide.
He believes there is sufficient parking. He has no plans to have added security now, but will put them in later, if needed.
