A regular session of the City Council is held Wednesday, November 8, 1995, at eight o’clock p.m. All the members are present except Councilor Rabbitt and President Barry presides.

The Clerk is instructed to send a communication to William T. Noonan, Public Safety Director; Jack Gannon, City Solicitor; Jack Rahill, Finance Director, requesting that they meet with the Finance Committee to discuss the Lighthouse Group.
The Council would like them to be prepared to answer questions on this matter, including why there is no formal contract, and what has been done so far. Also, they would like copies of any RFPs that went out before hiring the Lighthouse Group.

Ms. Panciotti states that she is located in the shopping plaza were the Expresso’s Pizza is. The hours will be the same as the other stores in the plaza.
She states that she worked for someone else in this type of business.

The Clerk is instructed to send a communication to the Affirmative Action Committee, forwarding a letter from John Gannon, City Solicitor, regarding the Affirmative Action Plan for their information.
Councilor Moran will be setting up a meeting of the Committee to review the letter and take any action that is necessary on the plan.

With majority consent of the Council, Councilor Bray submits the following recommendation of the Energy Committee:
The street light conversion program should continue, using semi cut-off lights. Also, those lights which have already been converted to the fully cut-off lights will remain until all other lights have been converted, unless there is a complaint about a particular light or area. Any lights causing complaints will be converted immediately to the semi cut-off lights.
Also, the Council should request from Blackstone Valley Electric Company a breakdown of the cost of changing the cut-off lights to semi cut-off lights.
Upon motion made by Councilor Bray, seconded by Councilors Vieira and Moran, the following recommendation of the Energy Committee is APPROVED on a unanimous voice vote:

The Clerk is instructed to send a communication to Ronald J. Leitao, Acting Director of Public Works, requesting that he meet with Councilor Kinder, union representatives and Mr. Manny Teixeira regarding Mr. Teixera’s offer to volunteer his time to do some work in Slater Park.

The Clerk is instructed to send a communciation to Stephen J. Durand, Chairman of the Pawtucket Parks Commission, requesting that the Parks Commission begin having public hearings on the zoo proposals.
The Council is interested in hearing the commission’s recommendations about these different proposals so that a final determination can be made on what to do with the zoo area.
