A regular session of the City Council is held Wednesday, November 9, 1994, at eight o’clock p.m. All the members are present and President Barry presides.

The Clerk is instructed to send a communication to Herman Ramdeen, President of B. Baron Automotive, Inc., requesting that he attend the next City Council meeting on Wednesday, November 23, 1994. The purpose of this meeting is to discuss alleged violations of the stipulations on his license.

The Clerk is instructed to send a communication to William T. Noonan, Director of Public Safety, requesting that he have a stop sign erected on Manton Street at the second Whirlaway Place intersection within the next seven days.
Petition for AUTO REPAIR SHOP LICENSE AND SECOND HAND SHOP LICENSE of Broadway Auto Sales Inc., d/b/a Broadway Auto Sales, 458 Broadway, Tax Assessor’s Plat 7, Lot 167, to keep a shop for the purpose of purchasing and selling used articles, specifically used automobiles and repairing same, which was advertised for a hearing at this time, is taken up:
Speaking in favor is William Burke, Attorney for applicant, 75 Park Place, Pawtucket, RI, and Robert Billings, 101 Washburn Avenue, Rumford, RI.
Mr. Burke states that they will have a used car operation; it is not intended as an auto body shop. They will not do major repairs at this location.
Mr. Billings states that Mr. Welch, who recently applied for a license at this location, has no interest in this application.
He states that 45 cars fit on the lot. The lot is 9000 square feet.
Mr. Billings states that there will be no body work, and they won’t need any on street parking. He will be the salesman. There will be 3–4 employees at a maximum. The hours will be 9 am to 8 pm Monday - Friday and until 4 pm on Saturday.
Speaking in opposition is Walter Lonchak, 47 Lupine Street, Pawtucket, RI.
Mr. Lonchak states that he is concerned about keeping peace and quiet. He doesn’t want tow trucks at 1–2 in the morning. He states that there are enough auto establishments in the area.
Speaking in opposition is Fernando Goulart, 121 Carnation Street, Pawtucket, RI.
Mr. Goulart states that there are four property abutters in the back of the establishment. He is concerned about 45 gas tanks in one area because of the fire hazard.
Mr. Goulart states that there are 14 car related businesses between the South Attleboro line and City Hall.
Speaking in opposition is Alfred Wood, 119 Carnation Street, Pawtucket, RI.
Mr. Wood is concerned about the same applicants being involved this time as were involved last time.
He is concerned about the smell of fumes, junk cars, and repairs being done. He states that the last owner was swearing and drinking until 9:30 pm or 10 pm.
Mr. Wood submits a petition against the application which is Read and Ordered Filed.
Speaking in opposition is Lonnie Newman, 15 Winthrop Street, Rehoboth, MA.
Mr. Newman states that he is a trustee of the Union Baptist Church, which conducts services during the week and on Saturdays. He is concerned about fumes, junk cars, animals drinking spilled antifreeze, and boys playing in that lot.
There are no other speakers.

Speaking in favor is Riyaat Van Eden, 187 Carnation Street, Pawtucket, RI.
Mr. Van Eden states that he will have a small shop, which can fit three cars on the lot. He will be bringing the cars onto the lot by tow truck, on the commercial side of the building only. He is renting 1 of 3 bays. He may try to rent another bay.
The hours will be from 8:30 am - 7:00 pm Monday - Friday and until 1:00 or 2:00 pm on Saturdays.
Mr. Van Eden states that he can’t find any other job.
There will be repairs only; no sales. There will be no body work or painting. He has 2 unregistered cars outside to be used for parts. There will be no work outside and he will not keep junk cars.
Speaking in opposition is George Audette, 15 Woodlawn Avenue, Pawtucket, RI.
Mr. Audette states that on June 8, 1994, there was another application. They had junks and tow trucks running up and down Woodlawn Avenue all day.
There are two boarded up houses on one end of the street, and he doesn’t want this on other end.
