City Council, May 31, 1994
A special session of the City Council is held Tuesday, May 31, 1994, at six thirty-three o’clock p.m. All the members are present except Councilor Rabbitt; President Barry presides.
THE COUNCIL RECESSES IMMEDIATELY TO CONDUCT A PUBLIC HEARING ON THE MUNICIPAL BUDGETS.
COUNCILOR RABBITT ARRIVES AT 6:35 P.M.
THE COUNCIL RECONVENES AT EIGHT THIRTY-TWO O’CLOCK P.M.
Communication from President John J. Barry, III, calling a Special Session of the City Council on Tuesday, May 31, 1994, at 6:30 PM is READ AND ORDERED FILED.
THE CHAIR RECOGNIZES COUNCILOR DOYLE, CHAIRPERSON OF THE FINANCE COMMITTEE.
With majority consent of the Council, upon the recommendation of the Committee on Finance, a Motion is made by Councilor Doyle, seconded by Councilors Moran, Vieira, and Demopulos, that there be no tax increase in the Annual Operating Budget for 1994–1995.
THE CHAIR RECOGNIZES COUNCILOR HODGE.
Upon Motion made by Councilor Hodge, seconded by Councilor Kinder, the Motion by Councilor Doyle to freeze property taxes is Laid on the Table until such time as the City Council can review the Budget to determine where the cuts should be made, on a roll call vote, as follows:
Ayes - President Barry, Councilors Bray, Demopulos, Doyle, Hodge, Kinder and Rabbitt.
Noes - Councilors Moran and Vieira.
THE CHAIR RECOGNIZES COUNCILOR DOYLE.
With majority consent of the Council, the following Motion made by Councilor Doyle, seconded by Councilors Hodge, Bray, Moran and Kinder, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to the City Solicitor requesting a legal opinion on the feasibility of a residency requirement for anyone working for the City of Pawtucket; also, the feasibility of a payroll tax on non-residents who work for the City; and/or any other ideas on this matter.
The following ordinance is Laid on the Table on a roll call vote, as follows:
Ayes - President Barry, Councilors Bray, Demopulos, Doyle, Hodge, Kinder and Rabbitt.
Noes - Councilors Moran and Vieira.
