City Council, June 10, 1994

A special session of the City Council is held Friday, June 10, 1994, at five ten o’clock p.m. All the members are present except Councilors Doyle, Moran and Rabbitt; President Barry presides.

THE COUNCIL RECESSES IMMEDIATELY TO CONDUCT A PUBLIC HEARING ON THE AMENDMENTS TO THE PROPOSED ANNUAL OPERATING BUDGET.

COUNCILOR RABBITT ARRIVES AT 5:14 P.M.

COUNCILOR MORAN ARRIVES AT 5:15 P.M.

THE COUNCIL RECONVENES AT FIVE TWENTY-TWO O’CLOCK P.M.

Communication from Council President John J. Barry, III, calling a Special Session of the City Council on Friday, June 10, 1994, at 5:00 PM is READ AND ORDERED FILED.

The ANNUAL OPERATING BUDGET ORDINANCE 1994–1995 AS AMENDED, is taken up:

THE CHAIR RECOGNIZES COUNCILOR BRAY.

With majority consent of the Council, Councilor Bray moves approval of the Annual Operating Budget Ordinance 1994–1995, AS AMENDED.

THE CHAIR RECOGNIZES COUNCILOR VIEIRA.

With majority consent of the Council, Councilor Vieira moves that the Annual Operating Budget Ordinance 1994–1995, AS AMENDED, be Laid on the Table.

The following Motion made by Councilor Vieira, seconded by Councilor Demopulos to Lay on the Table the Annual Operating Budget Ordinance 1994–1995, AS AMENDED, is DEFEATED on a roll call vote, as follows:

Ayes - Councilors Demopulos, Moran and Vieira.

Noes - President Barry, Councilors Bray, Hodge, Kinder and Rabbitt.

Upon Motion made by Councilor Bray, seconded by Councilor Kinder the following ordinance is READ FOR SECOND TIME AND PASSED ON A ROLL CALL VOTE, as follows:

Ayes - President Barry, Councilors Bray, Hodge, Kinder and Rabbitt.

Noes - Councilors Demopulos, Moran and Vieira.

330      CH 2355 ANNUAL OPERATING BUDGET ORDINANCE 1994–1995 AS AMENDED.

The following ordinance is read for the second time and passed on a roll call vote, as follows:

President Barry, Councilors Bray, Hodge, Kinder, Moran and Rabbitt.

Noes - Councilors Demopulos and Vieira.

330      CH 2356 CAPITAL BUDGET ORDINANCE 1994–1995

CAPITAL PROGRAM ORDINANCE 1995–1999, is taken up:

THE CHAIR RECOGNIZES COUNCILOR KINDER.

With majority consent of the Council, Councilor Kinder submits the following amendment:

ADD:   $4,275,000 Bond Issue for the Purchase and Renovations to the Seekonk Lace Building for the School Department.

With majority consent of the Council, Councilor Kinder moves approval of the Amendments to the Capital Program Ordinance 1995–1999.

THE CHAIR RECOGNIZES COUNCILOR HODGE.

With majority consent of the Council, Councilor Hodge moves that the Amendments to the Capital Program Ordinance 1995–1999, be Laid on the Table.

The following Motion made by Councilor Hodge, seconded by Councilor Vieira to Lay on the Table the Amendment to the Capital Program Ordinance 1995–1999, is passed on a roll call vote, as follows:

Ayes - President Barry, Councilors Bray, Demopulos, Hodge, Kinder, Moran, Rabbitt and Vieira.

Noes - 0

Upon Motion made by Councilor Vieira, seconded by Councilor Kinder, the meeting is adjourned at five thirty-one o’clock p.m.
