A regular session of the City Council is held Wednesday, July 20, 1994, at eight thirty-seven o’clock p.m. All the members are present and President Barry presides.

THE COUNCIL RECESSES IMMEDIATELY TO CONVENE AS THE PAWTUCKET BOARD OF LICENSE COMMISSIONERS.

The Clerk is instructed to send a communication to the Director of the Rhode Island Department of Transportation regarding the maintenance of the landscaping on Route 95 in Pawtucket. The Council believes that, compared to the well-groomed areas in South County, this area of the highway has been neglected as evidenced by the long grass, sprouting weeds, and litter alongside the road.
The Council is asking how often crews are sent into the Blackstone Valley area for this type of cleanup, as compared to the number of times crews are sent to South County over a one year period.

Included in this plan should be the number of employees who work in the park; what the daily assignments are, Monday through Sunday, during all 12 months; which parts of the Park they are working on each day; how many are assigned to each task, as well as any other information you feel would be pertinent to this plan.
Also requested is an estimate of the cost to repair and paint the entire fence surrounding the McCoy Stadium Annex.

The Clerk is instructed to send a communication, once again, to Anthony Britto, Director Public Housing Division of HUD, regarding Sections 45–25–18.2 through 45–25–18.9 of RIGL requiring that city and town housing authorities have a Tenants Affairs Board. The Council is concerned as to what effect the "veto clause" granted to this board would have on potential federal funding. The Council is asking HUD’s position on the veto section of the law in general; and specifically, if it could effect federal funding for the city. The Clerk is further instructed to send copies of this communication to Secretary Cisneros, Assistant Secretary Retsinas, President Clinton, Senators Chafee and Pell; Congressmen Reed and Machtley.

The Clerk is instructed to send a communication to Jack Gannon, City Solicitor, asking that he begin negotiations with the Water Supply Board for the purpose of entering into a lease agreement with the Board for use of the Branch Street property and any other property owned by the City of Pawtucket.
The Council believes that the Board should be paying rent for use of city property which should be paid for by all the users of the water system, not just Pawtucket residents.
The Council would also like the legal department to research when the hydrants and transmission lines and other property formerly owned by the City was transferred over to the ownership of the Water Supply Board.
