A regular session of the City Council is held Wednesday, November 10, 1993, at eight forty-six o’clock p.m. All the members are present except President Barry, and President Pro-Tempore Vieira presides.
The reading of the records of October 20, and November 1, 1993, are dispensed with and the records are approved as prepared by the Clerk.

The Clerk is instructed to send a communication to Kevin Shea, Executive Director, Pawtucket Redevelopment Agency, regarding the 50/50 driveway program.
The Council has received the letter from Mr. Shea saying that CDBG monies cannot be used for this, so Councilor Calista has come up with an alternative proposal. The Councilor is suggesting that Mr. Shea consider all properties which lack driveways to have a code deficiency under the Code Assistance Program, so that they will be eligible for low interest loans.
Councilor Calista has stated that he would be willing to discuss this matter with Mr. Shea further.

With majority consent of the Council, the following Motion made by Councilor Clement, seconded by Councilor Bray, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Mayor Robert E. Metivier, about a proposed 50/50 Driveway Program.
This Program is in response to several residents’ statements that because of the new weather emergency ordinance, they would be willing to put in driveways on their property so they can take their cars off the streets. However, they are looking for some assistance from the City in paying for these driveways.
The Council asked Kevin Shea if CDBG money would be available for such a Program, and Mr. Shea responded that it would not be an eligible expense. Therefore, the Council is requesting that the Mayor research the possibility of finding money elsewhere to start up such a program.

The Clerk is instructed to send a communication to Kevin Shea, Executive Director, Pawtucket Redevelopment Agency, regarding the Peerless Building.
The Council would like the current status of the building as far as tenants and outside renovations go. Also, the Council would like to know what the PRA’S plans are for both attracting tenants, the type of tenants they wish to attract, and the outside renovations over the next 12 months.

Petition for AUTO REPAIR SHOP LICENSE AND SECOND HAND SHOP LICENSE of William Fairhurst d/b/a Wheels of Freedom Cycle, 121 Benefit Street, Tax Assessor’s Plat 5, Lots 77, 78, 79, 80, 81, and 141, to keep a shop for purpose of purchasing and selling second hand articles, specifically used jet skis, snowmobiles, all-terrain vehicles, motorcycles, scooters and repairing same, which was advertised for a hearing at this time, is taken up:
Speaking in favor is Kevin Horan, 393 Armistice Boulevard, Pawtucket, RI, Attorney for the applicant.
Mr. Horan states that the building is the former Drolet Hardware store and has been used for commercial purposes for over 40 years.
Mr. Horan states that Mr. Fairhurst is moving the business from Mendon Road in Cumberland to Pawtucket and will have six employees.
Speaking in favor is William Fairhurst, 52 Serrel Sweet Road, Johnston, RI.
Mr. Fairhurst states that the business is moving to Pawtucket because the building is three times larger than the building in Cumberland. He states that he never had a problem in Cumberland.
Mr. Fairhurst states that he will be putting glass on the parking lot and Benefit Street sides of the building.
Speaking in favor is Roger Doire, 3 Gilbert Court, Cumberland, RI.
Mr. Doire reads a prepared statement which is made part of the record.
Speaking in opposition is Arcilil Gomes, 160 John Street, Pawtucket, RI.
Mr. Gomes states that some people who signed the petition in support of the business were tricked into signing.
Mr. Gomes is concerned that the back of Drolet Hardware is a dump.
Mr. Gomes is concerned about testing vehicles, safety of children, and property values.
Mr. Gomes didn’t know that a ramp would be built near the building. He states that this business won’t bring jobs for Pawtucket residents. He states that the neighbors have taken care of Drolet property and that the Cumberland store is considered a dump.
Mr. Gomes doesn’t believe Mr. Doire’s promises to take care of the property.
Mr. Fairhurst states that he alone will do the vehicle testing.
Speaking in opposition is Aline Fortin, 143 John Street, Pawtucket, RI.
Ms. Fortin states that she called Councilor Moran to complain about this shop. She is concerned about the noise.
Speaking in opposition is Therese Collard, 149 John Street, Pawtucket, RI.
Ms. Collard states that she is concerned about noise, dust and children’s safety.
There are no other speakers.

Mr. Brousseau, states that Mr. Perez has been in the auto body business for three years. The shop will be open from 9:00 am to 5:00 pm Monday through Friday and 9:00 am to 2:00 pm on Saturday. There will be 1-2 employees, and the parking lot can handle 15 cars.

The Clerk is instructed to send a communication to Jack Rahill, Director of Finance, to clarity the position of the Council regarding the overtime pay for coaches.
The Council wanted him to know that it was their intention to have both the back pay for overtime for these coaches, and all future overtime pay for the coaches, paid out of the city side of the budget.
School Committee Chairman Resnick stated at a Finance Committee meeting that the money for the back pay was taken from the School Department’s budget. The Council wanted him to know that this was not their intent when they discussed this previously.
