City Council, November 1, 1993

A special session of the City Council is held Monday, November 1, 1993, at twelve fourteen o’clock p.m. All the members are present except Councilors Doyle, Moran, Rabbitt and Vieira, and President Barry presides.

591      Communication from Council President John J. Barry, III, calling a Special Session of the City Council on Monday, November 1, 1993, for 12 Noon is READ AND ORDERED FILED.

Extract of Draft Advisory Opinion orally rendered by the Rhode Island Ethics Commission at its meeting on October 27, 1993, regarding Resolution changing the pension system for municipal employees is READ AND ORDERED FILED.

THE FOLLOWING RESOLUTION IS TAKEN UP:

RESOLUTION AUTHORIZING THE FINANCE DIRECTOR TO ENROLL ALL PERSONS WITHIN THE RETIREMENT SYSTEM OF THE CITY OF PAWTUCKET WITH THE BENEFIT OF A C.O.L.A., PROVISION "C", AND AT AN INCREASED EMPLOYEE PREMIUM OF 7% OF GROSS SALARY PER YEAR.

THE CHAIR RECOGNIZES COUNCILOR CALISTA.

Councilor Calista states for the record that as the only active participant in the MERS system, he will not be receiving the benefits of this resolution because it affects only Councilors who are elected November 2, 1993, and after. Since he is not running for re-election, he will not be eligible.

Council President Barry states for the record that it was the Council who requested the Ethics Commission opinion to insure that the Council was not violating any Ethics laws by voting on this resolution. He also notes that six of the nine Councilors still need at least four years of service before they become eligible for pension benefits.

The following resolution is read and passed on a roll call vote, as follows:

Ayes - President Barry, Councilors Bray, Calista, Clement and Kinder.

Noes - 0

The Contract between the City of Pawtucket and Local 1012, AFSCME Council 94, is RATIFIED on a unanimous voice vote.

Upon Motion made by Councilor Clement, seconded by Councilor Kinder, the meeting is adjourned at 12:18 o’clock p.m.
