A regular session of the City Council is held Wednesday, November 11, 1992, at eight twenty two o’clock p.m. All the members are present except Councilors Clement and Rabbitt and President Barry presides.

The Clerk is instructed to send a communication to Raymond W. Houle, Jr., Director of Administration, regarding the proposal of Coyle and Associates for an appraisal of the Water Supply Board Property.
Councilor Moran would like a more detailed explanation on whether or not the City Charter was followed, specifically Section 4–1009, subsection (1) and (4). Councilor Moran would like to know:
1. What newspaper and on what dates was the RFP advertised.
2. Why did the proposal of Coyle and Associates not come before the City Council?
3. Were there other bidders, and if so, who were they?

The Clerk is instructed to send a communication to Jack Rahill, Director of Finance, requesting to know how money can be spent for a dog van from the Animal Control Fund without the approval of the Animal Control Committee, as required by Ordinance.
Also, Councilor Vieira would like to know if there are other Funds which also require City Council authorization for spending, and what controls are on these accounts to insure they are used properly.

The Clerk is instructed to send a communication to Honorable Lincoln C. Almond, United States Attorney General’s Office, regarding the use of Federal Drug Seizure Funds. The Council would like the following information:
1. What are the required procedures to be followed for use of these Funds?
2. What are the restrictions on use of these Funds?
3. Does the local legislative branch of government have any oversight over these Funds?

The Clerk is instructed to send a communication to Joseph Roque, Purchasing Agent, and Jim Kulczycki, Director of Parks, to ask for a detailed explanation as to why the lights at Slater Park and Dunnell Park were purchased as "Emergency Purchases" when it has been known for almost a year that these problems existed.

The Clerk is instructed to send a communication to Jim Kulczycki, Director of Parks, to ask how handicapped faucets were stolen from McCoy Stadium.
Councilor Vieira would like to know if this was done during a ball game or some other event at the Stadium, and any other details he can provide.

The Clerk is instructed to send a communication to Ferdinand C. Ihenacho, Director of Public Works Department, requesting that in addition to the letter he sent to Sherri-Lynne Belanger and Classmates regarding recycling in the City, the Council would like him to make arrangements with Miss Belanger and the Administrators of her School to appear before her Class for about ten to fifteen minutes to explain directly to the Class why the City of Pawtucket is not now currently in the Recycling Program.

The Clerk is instructed to send a communication to Mayor Robert E. Metivier, requesting to know his intentions on the position of the Director of Administration, considering that the voters turned down the Charter Amendment Referendum on the November 3, 1992, ballot.
THE CHAIR RECOGNIZES COUNCILOR DOYLE.
With majority consent of the Council, the following Motion made by Councilor Doyle, seconded by Councilor Vieira, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Mayor Robert E. Metivier, to ask that he allow Mr. Uyttebroek to continue with the City until December 31, 1992, to allow him time to complete several projects which he is currently working on.
The Finance Committee has recommended and the Council has agreed to place again on the ballot, the Referendum on the position of the Fiscal Advisor, for a second try. This will be done at the same time as the Synchronization Referendum, hopefully in March.
Mr. Uyttebroek has agreed to work for the City Council, pro bono, beginning on January 1, 1993, and continuing until the decision of the Voters is known in March. Therefore, the Council is requesting that the City continue to forward to Mr. Uyttebroek all financial information and reports that are currently being sent to him.

The Clerk is instructed to send a communication to John T. Gannon, City Solicitor, regarding two matters.
The first deals with his letter to the Council regarding outside legal services. Councilor Moran would like to know why there is such a great time lapse in three of the five cases between the time of hiring the attorney and the notification to the Personnel Board.
Secondly, Councilor Moran would like to know if he has received a response from the Displinerary Counsel to his question of using an Assistant City Solicitor on cases in which he, as City Solicitor, has a conflict of interest.

The Clerk is instructed to send a communication to Raymond W. Houle, Jr., Director of Public Safety, about concerns he has been made aware of regarding wheel chair access to the sidewalks on Beverage Hill Avenue.
Councilor Rabbitt has received complaints that there are no curb cuts to allow people in wheel chairs to get up on the sidewalk.
Councilor Rabbitt is suggesting that as a short term solution, curb cuts be made at the end of the sidewalk and asphalt ramps built in so that wheel chairs have access to the sidewalks.

The Clerk is instructed to send a communication to Daniel P. Fanning, Director of Rhode Island Department of Transportation, regarding the work being done at the intersection of Exchange Street and Goff Avenue, in Pawtucket.
The Council would like an update on the status of this project, including when it will be completed, why there has been no work at this location for the past few weeks, and any other pertinent information on this matter.
Councilor Vieira is concerned about the hazardous situation caused by the raised manhole covers, which are about four to five inches above the asphalt.
