City Council, January 14, 1992.
A special session of the City Council is held Tuesday, January 14, 1992, at six o’clock p.m. All the members are present and President Barry presides.
THE CHAIR RECOGNIZES COUNCILOR VIEIRA.
With majority consent of the Council, Councilor Vieira introduces the following communications:
Upon Motion made by Councilor Vieira, seconded by Councilor Kinder, the following Communications are READ AND ORDERED FILED:
Communication from Frank Juchnik, Senior Vice President, Fleet/Norstar Securities to Mr. John Rahill, Director of Finance. ($15,000,000 General Obligation Tax Anticipation Notes bids & recommendation to lowest bidders.)
Communication from Jack Rahill, Finance Director to Honorable Members of the City Council. ($15,000,000 City of Pawtucket General Obligation Tax Anticipation Notes - Recommendation that award be made to the lowest bidders.)

With majority consent of the Council, the following Motion made by Councilor Calista, seconded by Councilor Rabbitt is passed on a unanimous voice vote:
The Administration is requested to hold up the building permit issued to the Blackstone Valley Chapter for Retarded Citizens for a building on Ashton Street, until a new plan is submitted to the Zoning Board. It is further requested that the Administration ask the Zoning Board of Appeals to hold a special meeting to hear this case as soon as possible.
COUNCILOR KINDER LEAVES AT 6:12 PM.

The Clerk is instructed to notify Chief Tomlinson, that until the budget is completed, the Community Policing Project in Barton Street Area is to continue.
