City Council, September 12, 1991.

A special session of the City Council is held Thursday September 12, 1991, at three thirteen o’clock p.m. All the members are present except Councilmembers Robert Lynch, William Lynch, and Rabbitt; President Houle presides.

REVIEW AND APPROVAL OF INVOICES, PURCHASE REQUISITIONS AND RELATED MATERIALS INCLUDING CHANGE ORDERS AND CLAIMS is taken up:

Upon Motion made by Councilman Barry, seconded by Councilman Kinder, the following invoices which were Laid on the Table at the meeting held September 5, 1991, are approved for payment on a unanimous voice vote:

Upon Motion made by Councilman Kinder, seconded by Councilman Vieira, Luxury Car Wash is approved to provide car washing services to the Pawtucket Police Department vehicles on a unanimous voice vote.

Upon Motion made by Councilman Barry, seconded by Councilman Kinder, the CDBG Invoices for the following are approved for payment on a unanimous voice vote:

THE CHAIR RECOGNIZES COMMANDER RICHARD DELYON, PAWTUCKET POLICE DEPARTMENT.

Commander DeLyon states that he is aware of the problems on Barton Street and discusses a 24 hour police detail - 7 days a week. Commander DeLyon states that this detail is very costly with a maximum cost for overtime and other expenses of $6,375.12 a week or a total of $27,917.52 for the month of October. He also states that he spoke to Frank Rendine about the problem and was informed that over 20 houses have been cited over the last several weeks and that a major problem in the area is with absentee landlords. The Commander also spoke to the Planning Department who told him that there have been no loan applications received for rehabilitation loans for several years in that area, which shows that the people are frustrated with the situation.

The Commander said that he wanted to start using bicycle patrols in the area with both uniform and plain clothes officers last spring; however, budget constraints made that impossible because it would require additional officers being paid overtime to do this. He states that all shifts have 24 officers and must have a minimum of eleven on the road at one time. He states that a 24 hour patrol would help but he needs money and man power to make it work and he is concerned that if he does it in this area then you will have people from all over the city wanting the same service. He says there is a need to look at what other cities and states are doing regarding this problem and the need to work with legislators, neighbors, councilmen, public safety officials to make this work correctly. The Commander tells the Council that if they give him the money he will assign all the people they want. He states they work quite a bit with Central Falls on the problem, but they are restricted by boundaries and they need better cooperation.

Also present is Chief Sasso, from Central Falls. The Chief agrees with Commander DeLyon on the budget problems. He says the problem needs work on the state level for better mutual aide, better laws to help the situation, better rehabilitation programs for the drug users and prostitutes. He agrees that work is needed with the Council’s, legislators, neighbors, and everyone else. He says that arresting people is not the ultimate answer. Regarding mutual aide with Pawtucket, he says a reciprocal agreement with the city is needed in order to allow each community’s police department to cross over the boundaries.

Upon a Motion made by Councilman Vieira, seconded by Councilmen Barry, Kinder, and Calista, the Pawtucket Police Department is authorized to spend sufficient money for a 24 hour patrol, seven days a week, on the Barton Street area for a one month period. By the end of the third week the Council wants a report on the costs of this patrol and its effectiveness. Also the letter from Captain Frank Aveno is Ordered Filed.

Upon a Motion made by Councilman Barry, seconded by Councilman Vieira, President Houle is requested to meet with the Evening Times and the Providence Journal regarding printing the names of "Johns" in their newspapers.

THE CHAIR RECOGNIZES CHRIS BUTLER, PAWTUCKET JAYCEES.

Councilman Vieira says that he was approached by a vendor in Pawtucket about the bidding process on Octoberfest booths for exclusivity on particular products to be sold, including food.

Chris Butler states that last year some of the vendors complained that too many of the same type of food vendors were at the Octoberfest. They suggested bidding for exclusive rights to a type of food; for example, lemonade, sausage and pepper stands, clam cake and chowder stands, etc. The Jaycees decided to try it this year, but would not guarantee exclusivity - each food group would be considered individually on whether or not to give exclusive rights.

Councilman Vieira states that Greenhouse Catering complained about the process, believed it was not fair and that he would not be able to participate in the Octoberfest. However, Chris Butler said that Greenhouse Catering is included and agrees to meet with Mr. DaSilveira from Greenhouse Catering regarding this matter.

Upon a Motion made by Councilman Barry, seconded by Councilman Kinder, the letter from Mr. Dan DaSilveira from Greenhouse Catering is READ AND ORDERED FILED.
