City Council, September 5, 1991.
A special session of the City Council is held Thursday September 5, 1991, at three four o’clock p.m. All the members are present except Councilmembers Barry, Robert Lynch, William Lynch and Rabbitt; President Houle presides.
REVIEW AND APPROVE INVOICES, PURCHASE REQUISITIONS AND RELATED MATERIALS INCLUDING CHANGE ORDERS AND CLAIMS is taken up:
Upon Motion made by Councilman Vieira, seconded by Councilman Kinder, the following invoices which were Laid on the Table at the meeting held August 29, 1991, are approved for payment on a unanimous voice vote:
1. Higgins, Cavanaugh, and Cooney, Attorneys - $602.50
2. Francisco Construction Co. - $15,231.25
Upon Motion made by Councilman Kinder, seconded by Councilman Vieira, invoices, purchase requisitions, and related materials including change orders, presented by the Pawtucket Redevelopment Agency, Joseph Roque, Purchasing Agent, and Jack Rahill, Finance Director are approved for payment on a unanimous voice, except for the following:
1. Atlantic Systems Inc - $13,287.65 - need bids and more information.
2. D & B Auto - $8675.51 - need bids.
3. Weygand, Orluch & Christi - $730 - need backup.
4. Abatement Strategies - $9696 - need backup.
5. Core Business Tech - $36,176 - need backup.
The Turnaround Report for payments scheduled for August 30, September 3, 4, 5, 1991 is ordered filed.
The following Ordinance is read for the second time and passed on a roll call vote, as follows:

Upon Motion made by Councilman Kinder, seconded by Councilman Calista the purchase of a police car is approved on a unanimous voice vote and the police chief is requested to attempt to obtain three bids for this purchase.

With majority consent of the Council, the following Motion made by Councilman Calista, seconded by Councilman Vieira, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Joseph Roque, Purchasing Agent, and Robert Christie, School Department Business Administrator, requesting that they both attend the September 12, 1991, special meeting to discuss the purchase of fuel oil for the City of Pawtucket.
