City Council, June 27, 1991.

A special session of the City Council is held Thursday, June 27, 1991, at three seven o’clock p.m. All the members are present except Councilmen Doyle, Robert Lynch, William Lynch and Rabbitt; and President Houle presides.

591      Communication from President Raymond W. Houle, Jr., calling a Special Session of the Council for Thursday, June 27, 1991, at 3:00 p.m. is READ AND ORDERED FILED.

REVIEW OF EXPENDITURES AND PURCHASE ORDERS ARE TAKEN UP:

THE CHAIR RECOGNIZES COUNCILMAN BARRY.

With majority consent of the Council, Councilman Barry introduces the following communication:

028      Communication from William H. Trevitt, General Manager of Rhode Island Public Transit Authority to Mayor Brian Sarault. (Requesting $8000 to subsidize beach bus service for the residents of Pawtucket.)

Upon Motion made by Councilman Barry, seconded by Councilman Kinder, the following communication is READ AND ORDERED FILED:

Communication from William H. Trevitt, General Manager of Rhode Island Public Transit Authority to Mayor Brian Sarault. (Requesting $8000 to subsidize beach bus service for the residents of Pawtucket.)

Upon Motion made by Councilman Barry, seconded by Councilman Kinder, the City Council commits $8000 for the RIPTA Program, with the provision that the commitment will be rescinded if the State provides the funds for this project, on a unanimous voice vote.

Turnaround Report, submitted by Jack Rahill Finance Director, period between 6/26/91 and 6/27/91 is ORDERED FILED.

Upon Motion made by Councilman Barry, seconded by Councilman Kinder, the payment of Adler, Pollock, & Sheehan in the amount of $6771.67 is LAID ON THE TABLE on a unanimous voice vote.

Upon Motion made by Councilman Barry, seconded by Councilman Kinder all other payments presented by Jack Rahill, Finance Director, are approved for payment on a unanimous voice vote.

THE CHAIR RECOGNIZES COUNCILMAN BARRY.

With majority consent of the Council, the following Motion made by Councilman Barry, seconded by Councilman Kinder, is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Eugene Jeffers, Chief Engineer, Water Supply Board, requesting that a representative of the Water Supply Board attend the Special Meeting of Tuesday, July 2, 1991, to explain the procedure for granting change orders on contracts. In particular, contracts for curbing have change orders in excess of the value of the original contract.

THE CHAIR RECOGNIZES COUNCILMAN BARRY.

With majority consent of the Council the following Motion made by Councilman Barry, seconded by Councilman Kinder is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Roger Giraud, Director of Planning and Development, asking if it is common practice to award bids to people to do work on their own property.

With majority consent of the Council, Councilman Barry introduces the following Memo:

Upon Motion made by Councilman Barry, seconded by Councilman Kinder, the following communication is READ AND ORDERED FILED:
