City Council, July 18, 1991.
A special session of the City Council is held Thursday, July 18, 1991, at three twelve o’clock p.m. All the members are present except Councilmen Kinder, Robert Lynch, William Lynch, and Rabbitt; President Houle presides.

Upon Motion made by Councilman Barry, seconded by Councilman Calista, the CDBG Grants as approved, as follows:

With majority consent of the Council the following Motion made by Councilman Calista, seconded by Councilman Vieira, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Daniel P. Fanning, Director, Rhode Island Department of Transportation, regarding replacing the trees along Roosevelt Avenue from the Central Falls City line to Exchange Street; also to state the Councils concerns with the height of a wall construction going on across the street from 353 Roosevelt Avenue; it is further requested that Mr. Fanning contact Michael Cassidy regarding both of these matters.

With majority consent of the Council, upon Motion made by Councilman Vieira seconded by Councilman Barry, the invoice for Albert Veri and Associates which was Laid on the Table at the meeting held July 11, 1991, is approved for payment on a unanimous voice vote.
Council discusses public fishing at Parent’s Marina.
Speaking first is Roger Giraud, Director of Planning and Development.
Mr. Giraud states that they made an agreement with the Slater Mill Fishing Club to open and close the gates to the Marina for autos to travel down. The Club agreed to keep the area clean. Mr. Giraud states that the Club distributed 17 keys to its members. Mr. Giraud is getting complaints from fishermen who do not belong to the club, who are unable to get into the Marina. There are also other complaints being received by Mr. Giraud’s office. Mr. Giraud admits that many of the complaints are harassment, but his office cannot handle the number of calls they are receiving.
Hours were set when the gates could be open. Mr. Giraud says these hours have not been adhered to.
Next speaker is Mr. Peter McGuirk, representing the Fishing Club. Mr. McGuirk says that many of the complaints are harassement, that there is one person that who is unhappy and he has said that he will get as many of his friends to call and complain as he can find. He says no one is on the pier after 9 p.m. when it is supposed to close. He states that when the PRA closed off the marina, the lock was cut and people have been using it anyway. Now that the Club does not keep it clean the place is a mess.
Roger Giraud states in order to solve this problem the Recreation Department will open the gate at 8 a.m. and the Police will clear every one out and lock the gate at 9 p.m. He will ask the Public Works Department to pick up trash.
At the suggestion of Councilman Barry, the gates will be left open 24 hours a day for a two week period to see if there are any problems.
