City Council, January 23, 1991.

A regular session of the City Council is held Wednesday, January 23, 1991, at eight o’clock p.m. All the members are present and President Houle presides.

The reading of the records of January 9, 1991, is dispensed with and the records are approved as prepared by the Clerk.

Upon Motion made by Councilman Barry, seconded by Councilman Kinder the *Consent Agenda is approved on a unanimous voice vote.

Honorable Mr. President Houle:

With the recent banking crisis and military call-up of reserve personnel to active duty there will be a need to employ a mechanism to address those situations wherein the adversely affected individuals have delinquent property taxes.

Under the General Laws of the State of Rhode Island there is a legal means to basically address these hardship instances. However some procedure is necessary to provide an orderly review of each case.

Please ask the honorable members to examine this issue and offer assistance in the development of such a procedure.

THE CHAIR RECOGNIZES COUNCILMAN WILLIAM LYNCH.

With majority consent of the Council, the following Motion made by Councilman William Lynch, seconded by Councilman Calista, is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Fred E. Joslyn, Jr., City Solicitor, to ask what mechanisms currently exist in State Law that may be used by the City to help those taxpayers who are delinquent due to the Credit Union situation or Military Service.

A response to this letter is requested in time for the meeting of February 6, 1991.

THE CHAIR RECOGNIZES COUNCILMAN CALISTA.

With majority consent of the Council, the following Motion made by Councilman Calista, seconded by Councilman Barry, is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Roger F. Giraud, Director of Planning and Development, regarding parcel RV-R-81 which is located on Pawtucket Avenue in the City of Pawtucket. Councilman Calista noted that this parcel was supposed to be sold for affordable housing and he would like to know the status of this parcel.

THE CHAIR RECOGNIZES COUNCILMAN ROBERT LYNCH.

With majority consent of the Council, the following Motion made by Councilman Robert Lynch, seconded by Councilmen Vieira and Kinder, is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Martin E. Joyce, Director of Personnel, asking if the City provides multiple health plans to two or more family members if they both work for the City of Pawtucket. If yes, the Councilman is asking if the City can save money by not doing so.
