A regular session of the City Council is held Wednesday, August 21, 1991, at eight twenty o’clock p.m. All the members are present except Councilman Doyle and President Houle presides.
THE COUNCIL RECESSES IMMEDIATELY TO CONDUCT A PUBLIC HEARING ON THE FOLLOWING:
Ordinance requiring registration of absentee landlords in the City of Pawtucket.
THE COUNCIL RECONVENES AT EIGHT TWENTY THREE O’CLOCK P.M.
The reading of the records of August 1, 6, 7, 1991, are dispensed with and the records are approved as prepared by the Clerk.

The Clerk is instructed to send a communication to Jack Rahill, Director of Finance, requesting that he attend a pre-council session of the City Council scheduled for Wednesday, September 11, 1991, to discuss previous requests for information made by Councilman William Lynch regarding payments for accounting services made to Parmelee, Bacon & Edge.

With majority consent of the Council, the following Motion made by Councilman Calista, seconded by Councilman Rabbitt, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to William Mulholland, Director of Recreation, requesting that he attend a pre-council session scheduled for Wednesday, September 11, 1991. The purpose of this meeting is to discuss his request for a recommendation regarding the establishment of a nonprofit Friends of the Slater Park Looff Carousel.

The Clerk is instructed to send a communication to Robert J. Fallon, Acting Director, Department of Human Services, regarding the Department of Human Services, located at 24 Commerce Street in Pawtucket.
The Council is requesting, in light of cuts in positions in this department, if it is necessary to maintain all the office space that is provided to operate the Pawtucket office.
His response and opinion is requested in time for the September 11, 1991, meeting.
THE CHAIR RECOGNIZES COUNCILMAN WILLIAM LYNCH.
With majority consent of the Council, the following Motion made by Councilman William Lynch, seconded by Councilman Barry, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Patrick J. Quinlan, Esq., Legal Counsel to Pawtucket City Council, regarding the lease of office space provided for the Department of Human Services at 24 Commerce Street, Pawtucket.
The Council is seeking to eliminate some of the space being provided due to cutbacks in staffing. Therefore, the Council is requesting that the lease be reviewed to determine if the Council has the power to change the lease if they find it necessary at this time.
A legal opinion is requested in time for the September 11, 1991, City Council meeting.

The Clerk is instructed to send a communication to Carol Schraeder, Keep Pawtucket Beautiful/Recycle, regarding the problems with yard sales in the City.
The Council specifically is looking for a solution to the problem of signs advertising the yard sales being left on the poles long after the sales are over. The Council is asking that she provide a recommendation for correcting this visual pollution.
