City Council, August 8, 1991.

A special session of the City Council is held Thursday August 8, 1991, at three ten o’clock p.m. All the members are present except Councilmembers Calista, Robert Lynch, William Lynch, and Rabbitt; President Houle presides.

Communication from President Raymond W. Houle, Jr., calling a SPECIAL SESSION of the City Council for Thursday, August 8, 1991, at 3:00 pm. IS READ AND ORDERED FILED.

REVIEW AND APPROVAL OF INVOICES, PURCHASE REQUISITIONS AND RELATED MATERIALS INCLUDING CHANGE ORDERS AND CLAIMS is taken up:

Upon Motion made by Councilman Barry, seconded by Councilman Kinder, i voices, purchase requisitions and related materials including change orders, presented by Joseph Roque, Purchasing Agent and Jack Rahill, Finance Director are approved for payment and the turnaround report for August 7, 8, 1991, is Approved and ORDERED FILED.

With majority consent of the Council, Councilman Barry introduces the following communications:

Public Works Office Manager Job Description.

Upon Motion made by Councilman Barry, seconded by Councilman Vieira the C.D.B.G. amount of $14,100 for "Keep Pawtucket Beautiful" is approved on a unanimous voice vote.

THE MATTER OF CONSULTING SERVICES FOR THE WATER SUPPLY BOARD IS TAKEN UP:

Mr. Walter Edge of Parmelee, Bacon & Edge discusses the bill in the amount of $9635.00 for the Water Supply Board, which was Laid on the Table at the meeting held August 6, 1991, and submits a breakdown of hours worked, and work in progress.

Upon Motion made by Councilman Barry, seconded by Councilman Vieira, the amount of $9635.00 to Parmelee, Bacon & Edge is approved on a unanimous voice vote, and all paperwork is ordered filed.

LOU SIMON, ACTING DIRECTOR OF PUBLIC WORKS DISCUSSES THE NEED FOR A PUBLIC WORKS OFFICE MANAGER.

Upon Motion made by Councilman Barry, seconded by Councilman Doyle, the filling of the position of Public Works Office Manager is Laid on the Table until the regular meeting of the City Council scheduled for August 21, 1991.

THE CHAIR RECOGNIZES COUNCILMAN BARRY.

With majority consent of the Council, the following Motion made by Councilman Barry, seconded by Councilman Vieira, is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Al Vicente, Director of Human Services, asking that in light of the cuts in positions in the Welfare Department, is it necessary to maintain all the space that the City is renting for the Welfare Office.

THE CHAIR RECOGNIZES COUNCILMAN BARRY.

With majority consent of the Council, the following Motion made by Councilman Barry, seconded by Councilman Vieira, is passed on a unanimous voice vote:

The Clerk is instructed to send a communication to Paul Fournier, Chairman of the Public Buildings Authority, asking that in light of the P.U.C. decision to disallow the funding of the clerical position at the Public Buildings Authority, that Mr. Fournier contact Eugene Jeffers, Chief Engineer of the Pawtucket Water Supply Board to determine if they have staff available to take over the duties of the position.

Upon Motion made my Councilman Kinder, seconded by Councilman Doyle, the meeting is adjourned at three fifty-five o’clock p.m.
