City Council, May 21, 1990.
A special session of the City Council is held Monday, May 21, 1990, at six twelve o’clock p.m. All the members are present except Councilmember Robert Lynch and President Houle presides.
The Council recesses immediately to conduct a Public Hearing on the following:
ORDINANCE IN AMENDMENT OF CHAPTER 2081 "THE ANNUAL OPERATING BUDGET ORDINANCE," SECTION 2 - TAX ASSESSMENT BILL. (Levy)
The Council reconvenes at seven forty-four o’clock p.m.
The following Ordinance is Read for the first time and is defeated on a roll call vote, as follows:
Ayes - President Houle.
Noes - Councilmembers Barry, Calista, Doyle, Kinder, William Lynch, Rabbitt and Vieira.
Ordinance in Amendment of Chapter 2081 "The Annual Operating Budget Ordinance" Section 2 - Tax Assessment Bill. (Levy)
THE CHAIR RECOGNIZES COUNCILMAN WILLIAM LYNCH.
Councilman William Lynch states that he believes the tax levy does need to be increased and that action should be taken tonight so that the preparation of the tax bills can begin. It is his best guess that $49,700,000.00 will cover the remaining deficit.
With majority consent of the Council, Councilman William Lynch requests that the proposed ordinance in Amendment of Chapter 2081 "The Annual Operating Budget Ordinance" be reconsidered and amended by changing in Section 2 the maximum amount of taxes collected from Fifty Two Million Dollars ($52,000,000.00) to Forty-Nine Million Seven Hundred Thousand Dollars ($49,700,000.00),
Upon Motion made by Councilman William Lynch, seconded by Councilman Calista, the following amendment to change in Section 2 the maximum amount of taxes collected from Fifty Two Million Dollars ($52,000,000.00) to Forty-Nine Million Seven Hundred Thousand Dollars ($49,700,000.00) is passed on a roll call vote, as follows:
Ayes - Councilmembers Barry, Calista, Doyle, Kinder, William Lynch, Rabbitt and Vieira.

The following Ordinance is read for the first time AS AMENDED, and passed on a roll call vote, as follows:

THE CHAIR RECOGNIZES COUNCILMAN DOYLE.
With majority consent of the Council, the following Motion made by Councilman Doyle, seconded by Councilman Rabbitt, is passed on a unanimous voice vote:
The Clerk is instructed to have an Ordinance Authorizing the Transfer of $1 Million Dollars from the Reserve Fund for the purpose of offsetting revenue losses from the State of Rhode Island and further to scheduled a Public Hearing regarding this ordinance.
