A special session of the City Council is held Monday, May 14, 1990, at five two o’clock p.m. All the members are present except Councilmembers Doyle, Rabbitt and Vieira; and President Houle presides.

Upon Motion made by Councilman Barry, seconded by Councilman Kinder, the following communications are read and ordered filed.
Communication from Fred E. Joslyn, Jr., City Solicitor, to Raymond W. Houle, Jr., President of the Pawtucket City Council. (Advisory Opinion/Rhode Island Supreme Court Effect on 1990 property tax levy)
Communication from Frank Juchnik, Senior Vice President of the Fleet National Bank, to Christine N. Tague, Finance Director. (State revenue reductions on the City’s Bond Rating)
Communication from Maureen E. Massiwer, Vice President of the Fleet National Bank, to Christine N. Tague, Finance Director. (Appropriate level of Fund Balance)

THE FOLLOWING ORDINANCE IS LAID ON THE TABLE ON A UNANIMOUS VOICE VOTE:
Ordinance in Amendment of Chapter 2081 "The Annual Operating Budget Ordinance" Section 2 - Tax Assessment Bill (Levy).

With majority consent of the Council, the following Motion made by Councilman Barry, seconded by Councilman Kinder, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Joseph King, Chairman of Pawtucket Water Supply Board, requesting him to attend a pre-council session scheduled for Wednesday, May 23, 1990, to discuss the awarding of the bid to Colfax which appeared in the newspaper last week.

With majority consent of the Council, the following Motion made by Councilman Barry, seconded by Councilman Robert Lynch, is passed on the unanimous voice vote:
The Clerk is instructed to send a communication to Richard E. DeLyon, Commander of the Pawtucket Police Department, requesting that he take the necessary steps to enforce the "No Thru Trucking" on Armistice Boulevard.
Councilman Barry is urging the enforcement of this especially now that the Rhode Island Department of Transportation has done all the extensive upgrading of Armistice Boulevard.
