City Council, June 6, 1990.
A regular session of the City Council is held Wednesday, June 6, 1990, at eight fifty o’clock p.m. All the members are present except Councilman Rabbitt and President Houle presides.
The Council recesses immediately to conduct a Public Hearing on the following:
ORDINANCE IN AMENDMENT OF CHAPTER 2081 OF THE ORDINANCES OF THE CITY OF PAWTUCKET ENTITLED "THE ANNUAL OPERATING BUDGET ORDINANCE, 1989–1990" (TRANSFER $1,000,000.00 FROM RESERVE ACCOUNT TO SCHOOLS)
The Council reconvenes at eight fifty two o’clock p.m.
The reading of the records of May 23, 24, 29, and June 4, 1990, is dispensed with and the records are approved as prepared by the Clerk.
Upon Motion made by Councilman Barry, seconded by Councilman Kinder the *Consent Agenda is approved on a unanimous voice vote.

The Clerk is instructed to send a communication to Raymond Duarte, Director of Data Processing, regarding a letter previously sent to Marty Joyce; also Councilman Doyle requests a copy of the information contained in that letter be sent to him by this weekend.
COUNCILMAN RABBITT ARRIVES AT 8:53 PM.
Communication from Anthony A. DeLuca, Attorney representing WSK II Associates, requesting that the Armistice Boulevard Plaza on Armistice Boulevard, Tax Assessor’s Plat 27A, Lot 906, zoned Industrial. Communication from Richard A. Pacia, Esq. representing New England Investors Trust, requesting that the property located at 290–294 High Street, Assessor’s Plat 43, Lot 342, requesting to subdivide said parcel containing 11,607 square feet of land is REFERRED TO CITY PROPERTY COMMITTEE, CITY PLANNING COMMISSION, CITY ENGINEER, DIRECTOR OF PUBLIC WORKS.
THE CHAIR RECOGNIZES COUNCILMAN CALISTA, CHAIRMAN OF THE FIREWORKS COMMITTEE.
With majority consent of the Council, Councilman Calista, Chairman of the Committee on Fireworks, states the Fireworks Committee recommends the contract for this year’s Fourth of July Fireworks display be awarded to Rockingham Fireworks Manufacturing & Display Company. The cost of said fireworks display is not to exceed $14,000, to be paid from private donations and supplemented by an appropriation from the City. The Committee will report the total collected from private donations at the next meeting scheduled, for June 20, 1990, and at that time will seek the additional city funds.
Upon Motion made by Councilman Calista, seconded by Councilman Kinder, the contract for the 1990 Fourth of July Fireworks display is awarded to the Rockingham, Fireworks Manufacturing & Display Company in an amount not to exceed $14,000, which will be paid from private donations and supplemented by a City appropriation, of necessary is approved on a Roll Call Vote, as follows:

The Clerk is instructed to send a communication to James Higgins, Public Safety Director, asking if Follitt Street can closed to traffic on the night of the fireworks display at McCoy Stadium. At last years display several complaints were made by the residents of Follitt Street about crowds and traffic on this street.

The Clerk is instructed to send a communication to Eugene Jeffers, Director of Public Works; John Rodrigues, Director of Public Works, City of Central Falls; Robert’ Schultz, Director of Public Works, Town of Lincoln; asking that the Moshassuck Valley Industrial Highway in Pawtucket, Central Falls and Lincoln be cleaned up. Councilman Vieira and several of his constituents are concerned about the condition of this road.

The Clerk is instructed to send a communication to Roger Giraud, Director of Planning and Development, asking him to attend a Properties Committee Meeting and a Pre-Council Session on June 20, 1990, to discuss the land on Branch Street owned by both PRA and the City of Pawtucket which is being given away for affordable housing. The Council also asked that he take no further action on this property until after the June 20th meetings.
