A regular session of the City Council is held Wednesday, April 25, 1990, at eight twenty six o’clock p.m. All the members are present except Councilman Vieira and President Houle presides.
The Council recesses immediately to conduct a Public Hearing on the following:
Ordinance to Amend Chapter 1097 of the Ordinances of the City of Pawtucket Also Known as Chapter 31 of the Revised Ordinances of the City of Pawtucket Entitled "ZONING" and Repealing Chapter 2093 in its Entirety. (Building Official)
The Council reconvenes at eight thirty seven o’clock p.m.
The reading of the records of April 11, 1990, is dispensed with and the records are approved as prepared by the Clerk.
Upon Motion made by Councilman Barry, seconded by Councilman Robert Lynch the *Consent Agenda is approved on a unanimous voice vote.

Dear Ray:
Due to a prior family commitment, I am unable to attend this evening’s council session. However, I would like the opportunity to address my colleagues and constituents as to my feelings and concerns over the recent parish festival at St. Edward’s Church.
As a long-time parishioner of St. Edward’s and a festival committee volunteer, I was in attendance for most of this event, and particularly on the evening of April 18th, the night that the so called riot took place.
First of all, to set the record straight, there were no confrontations or disturbances of any kind on the festival grounds, nor on Weeden Street as the media has previously reported. Any minor disturbances or arrests that occurred that evening happened two and three streets away from St. Edward’s Church. However, the potential for problems on the grounds was there, and therefore I commend the Pawtucket Police in handling this matter in the only way they could, to anticipate the worse and be prepared for anything.
Unfortunately, when our news media is allowed to distort facts, leave out pertinent information, and create fictional headlines, many innocent people are hurt.
St. Edward’s is a poor and struggling parish, yet has always had a reputation for helping people in need of life’s essentials. It saddens me to know the only losers in this whole affair are those who need our help the most. I am appalled at the irresponsibility of some news reporters’ ability to destroy the credibility of not only a church parish, but also the entire city of Pawtucket.
In conclusion, I hope that this adverse publicity does not dampen the enthusiasm of St. Edward’s and its surrounding community to continue their work in helping and supporting those in need of assistance.

As an added attraction this year we are in negotiations with a local Rhode Island radio station to broadcast live from the event all weekend. This should surely increase the amount of attendees.
The FESTIVAL this year will be held from 5:00 P.M. to 11:00 P.M. on Friday and Saturday and from 1:00 pm to 6:00 P.M. on Sunday. This year we are sure to have something for everyone; food of many and varied kinds, over 20 games, rides, raffles, a video game arcade, and much more.

We hope we will have the pleasure of your visiting with us on this festive event to promote "the Family event" at O.L.C..
