City Council, April 19, 1990.
A special session of the City Council is held Thursday, April 19, 1990, at five twelve o’clock p.m. All the members are present and President Houle presides.
THE FOLLOWING COMMUNICATIONS ARE READ AND ORDERED FILED:
THE CHAIR RECOGNIZES COUNCILMAN BARRY.
With majority consent of the Council, Councilman Barry submits the following communications:
Communication from David L. Quinn, Assessor II, submitting summary of revised abatement recommendations excluding abatements for Xey Corporation.
Memo from Fred E. Joslyn, Jr., City-Solicitor, to Christine N. Tague, Director of Finance, regarding the Xey Corporation.
Communication from Brian J. Sarault, Mayor to President Raymond W. Houle, Jr. (Public forum to discuss the City’s financial situation set for April 26, 1990, at 7 PM)
Upon Motion made by Councilman Barry, seconded by Councilman Robert Lynch, the following communications are read and ordered filed.
THE CHAIR RECOGNIZES COUNCILMAN RABBITT.
With majority consent of the Council, the following Motion made by Councilman Rabbitt, seconded by Councilman Calista, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to Fred E. Joslyn, Jr., City Solicitor, asking if the information on applications for tax abatements and reduction in assessments for indigents are public records.
Also, the Council would like to know if it is legal for a company to acquire a post office box for the purpose of registering automobiles in a city or town other than Pawtucket, in order to take advantage of lower tax rates. It is believed that the appropriate Rhode Island General Laws that apply to the place of taxation are Section 44--4--10 and Section 44--4--24.
THE CHAIR RECOGNIZES COUNCILMAN RABBITT.
With majority consent of the Council, the following Motion made by Councilman Rabbitt, seconded by Councilman Calista, is passed on a unanimous voice vote:
The Clerk is instructed to send a communication to the Pawtucket Delegation of the General Assembly, regarding Rhode Island General Laws, 44--4--10 and 44--4--24. The Council is concerned about the loss of tax dollars to the City through the practice of companies housing or registering their autos in other Cities or Towns which have a lower auto tax rate.
It is believed that some companies do this by registering their, cars at’ a post office box address or a subsidiary of their Companies address in order to take advantage of the lower rate.
The Council is requesting that Members of the Delegation look into this to see if there is some way to ensure that the Pawtucket companies, who are housed in Pawtucket, pay their fair share of auto taxes to the City of Pawtucket.
THE FOLLOWING RESOLUTION WAS LAID ON THE TABLE AND REFERRED TO THE FINANCE COMMITTEE AT THE MEETING HELD APRIL 11, 1990, AND IS AGAIN TAKEN UP AND IS.LAID ON THE TABLE ON A UNANIMOUS VOICE VOTE:
Resolution Abating Real, Personal, and Tangible Personal Property Taxes Amounting to $370,263.31
THE FOLLOWING RESOLUTION WAS LAID ON THE TABLE AND REFERRED TO THE FINANCE COMMITTEE AT THE MEETING HELD APRIL 11, 1990, AND IS AGAIN TAKEN UP AND UPON RECOMMENDATION OF THE. FINANCE COMMITTEE, IS READ AND PASSED ON A ROLL CALL VOTE, AS FOLLOWS:
Ayes - President HoUle, Councilmembers Barry, Calista, Doyle, Kinder, Robert Lynch, Rabbitt and Vieira.
Noes - Councilman William Lynch.
The following Ordinance is read for the second time and passed on a roll call vote, as follows:

THE CHAIR RECOGNIZES COUNCILMAN DOYLE.
With majority consent of the Council, Councilman Doyle submits the following petition:
Petition for 4-Way stop signs at the corner of Hanover and Grand Avenues.
Further, the Clerk is requested to remind Mr. Burns of the Ordinance which was passed to put a 4-Way stop sign at York and Carter Avenues.
