1. PUBLIC HEARING- Action Item #6641/26 – RE: Community Development Block Grant (CDBG) Application - Mumford Manor, 39 Farewell Street (w/accompanying resolution)

The public hearing was declared open. Robert Plane and Steve Ostiguy, Church Community Housing, addressed the Council to answer questions and explain the application and project. COUNCILOR CEGLIE moved to close the public hearing and adopt the accompanying resolution. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

3. Special Event License, Ron Kitt, d/b/a The Newport Kite Festival, Brenton Point State Park; July 11-12, 2026 from 12:00 p.m. to 4:00 p.m.

COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR NAPOLITANO. COUNCILOR CARLIN had questions regarding parking and traffic. Sergeant Jason Head, addressed the Council regarding the event. The motion to approve was VOTED UNANIMOUSLY.

4. Annual Entertainment License, Renewal, Class A (Indoors), Salve Regina University, d/b/a Casino Theatre, 9 Freebody St.

COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR CARLIN and VOTED UNANIMOUSLY.

5. Annual Entertainment License, Renewal, Class A (Indoors), Diego’s of Newport LLC, d/b/a Diego’s, 11 Bowen’s Wharf

COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR CARLIN and VOTED UNANIMOUSLY.

Gary Ruff – Newport Preservation Society Representative - three-year term expires 8-23-29

CHAIR HOLDER moved to reappoint Gary Ruff to Historic Cemetery Advisory Commission. Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.

COUNCILOR CEGLIE moved to receive the communication. Seconded by COUNCILOR NAPOLITANO. Discussion occurred among the Council. Becky Bolan and Beth Cullen addressed the Council regarding the School budget. The motion to receive was VOTED UNANIMOUSLY.

10. Action Item #6642/26 – RE: Ordinance Revision - 10.24.010. – Parking Prohibited at all times in Designated Places – South Baptist Street, 201 Feet West of Spring Street Proceeding West for a Distance of 26 Feet (w/accompanying ordinance)

COUNCILOR CEGLIE moved to receive the communication and adopt the accompanying ordinance. Seconded by COUNCILOR NAPOLITANO. COUNCILOR CARLIN addressed the Council regarding his support.
