5. Action Item #6374/25 – RE: Show Cause Hearing: Pyramid Club, d/b/a Pyramid Club - Operating Without a Valid Class D Alcoholic Beverage License (Continued from February 26, 2025)
COMMISSIONER CEGLIE moved to continue the hearing. Seconded by COMMISSIONER CARLIN and VOTED UNANIMOUSLY.
6. Application of Viking Tenant, LLC, d/b/a Hotel Viking, One Bellevue Ave., holder of a Class BT alcoholic beverage license to transfer ownership to HTLVI Newport TRS, LLC (KHP VI Holdings, LLC), d/b/a Hotel Viking at the same premises (Hearing)
Patrick Coyne, Esq., addressed the Board on behalf of the applicant. COMMISSIONER CARLIN had a question regarding applicant ownership. COMMISSIONER CEGLIE moved to close the public hearing and approve. Seconded by COMMISSIONER NAPOLITANO and VOTED UNANIMOUSLY.

COMMISSIONER CEGLIE moved to adjourn as Board of License Commissioners and convene as Council. Seconded by COMMISSIONER NAPOLITANO and VOTED UNANIMOUSLY.
1. PUBLIC HEARING- FY2026-2030 Capital Improvement Program
Peter Rice, Harrison Lane, addressed the Council. Discussion occurred among the Council and Mr. Rice.
2. PUBLIC HEARING- Proposed amendments to the Zoning Code:
a. Recommendation from the Planning Board;
COUNCILOR CEGLIE moved to receive the recommendation from the Planning Board. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
Nicholas Armour, Zoning Officer, provided a presentation to the Council regarding the proposed amendments. During the presentation he recommended one change to Section 17.04.050. The following members from the public addressed the Council:

The applicant was not present. CITY SOLICITOR BEHAN recommended to the Council it was appropriate to revoke the license. COUNCILOR CEGLIE moved to revoke the license. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
10. Memorandum from the City Manager RE: Update on Planning Process – 2025 Aquidneck Island Regional Hazard Mitigation and Flood Management Plan
Patricia Reynolds, addressed the Council to provide a brief update. COUNCILOR CEGLIE moved to receive the plan. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
11. Action Item #6389/25 – RE: Innovate Newport – Approval for DISH Wireless Rooftop Antenna Array (w/accompanying resolution)
COUNCILOR CEGLIE moved to receive the communication and adopt the accompanying resolution. Seconded by COUNCILOR NAPOLITANO.

19. Requesting the upper portion of Bridge Street be designated as a one way street north, traveling toward the intersection of Thames Street – D. Carlin, S. Smyth, E. Pinnock
COUNCILOR CARLIN introduced the resolution and moved for its passage. Seconded by COUNCILOR KHAMSYVORAVONG. DEPUTY CITY MANAGER CARUOLO addressed the Council to suggest an amendment changing the direction of Bridge Street from north to west.
COUNCILOR CARLIN moved to amend the resolution to change north to west. Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY. Jason Head, Traffic Sergeant, addressed the Council to answer questions regarding previous attempts to change the direction of Bridge St.
COUNCILOR CARLIN moved to approve the resolution as amended. Seconded by COUNCILOR CEGLIE and voted 6-1 with COUNCILOR NAPOLITANO opposed.
20. Requesting the City Administration to implement 24 hour resident sticker parking on Bridge Street from Washington Street to America’s Cup Avenue and all of Marsh Street – D. Carlin, S. Smyth, E. Pinnock
COUNCILOR CARLIN introduced the resolution and moved for its passage. Seconded by COUNCILOR PINNOCK. Discussion occurred among the Council regarding policy and ordinances currently in place to make changes. The motion to approve was voted 4-3 with COUNCILOR CARLIN, COUNCILOR PINNOCK, COUNCILOR KHAMSYVORAVONG and COUNCILOR SMYTH in favor. Opposed- CHAIR HOLDER, COUNCILOR CEGLIE and COUNCILOR NAPOLITANO.

The motion to adopt the resolution was voted 4-3 with COUNCILOR PINNOCK, COUNCILOR CARLIN, COUNCILOR SMYTH and COUNCILOR CARLIN in favor. Opposed- CHAIR HOLDER, COUNCILOR CEGLIE and COUNCILOR NAPOLITANO.
23. Requesting the City Administration to implement two hour parking on Broadway, from the corner of Marlborough Street to the corner of Farewell Street and on Spring Street from the corner of Memorial Boulevard to the corner of Pelham Street- D. Carlin
COUNCILOR CARLIN introduced the resolution and moved for its passage. Seconded by COUNCILOR CEGLIE. Discussion occurred among the Council. COUNCILOR CARLIN moved to amend the resolution to keep two 15 minute spaces in place on Broadway at Farewell. Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY. Discussion continued among the Council. COUNCILOR CARLIN moved to further amend the resolution by removing the reference to Spring Street from Memorial Blvd. to Pelham St. Seconded by CHAIR HOLDER and voted 5-2 with COUNCILOR CEGLIE and COUNCILOR NAPOLITANO opposed.
