The following items of business, filed with the City Clerk under the Rules of the Council came before the Council at a meeting held at 6:30 pm in the City Council Chambers, 43 Broadway, Newport, RI 02840

COUNCILOR CARLIN presented the certificate to Kelly McKenna.

MAYOR KHAMSYVORAVONG recognized the members of the Planning Department and RI Division of Statewide Planning.

Citizens’ Forum:

 

1.   PUBLIC HEARING:  FY2025 Annual Budget

 

COUNCILOR CEGLIE opened the public hearing.  James Nolan, Interim Finance Director, addressed the Council to answer questions regarding the budget.

 

COUNCILOR CEGLIE moved to close the public hearing and approve.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

 

a.   Ordinance Appropriating Revenues (First Reading)

 

COUNCILOR CEGLIE moved to approve the ordinance on first reading.  Seconded by COUNCILOR NAPOLITANO and voted 6-1 with COUNCILOR CARLIN opposed.

 

b.   Personnel Ordinance (First Reading)

 

COUNCILOR CEGLIE moved to approve the ordinance on first reading.  Seconded by COUNCILOR NAPOLITANO and voted 6-1 with COUNCILOR CARLIN opposed.

 

c.   Amending Chapter 13.12, entitled, "Sewer Service Charge" to amend Section 13.12.010, entitled, "Basic Charge" (First Reading)

 

COUNCILOR CEGLIE moved to approve the ordinance on first reading.  Seconded by COUNCILOR NAPOLITANO and voted 6-1 with COUNCILOR CARLIN opposed.

 

COUNCILOR CEGLIE moved to approve the ordinance on first reading.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

 

2.   CONSENT CALENDAR (THE CONSENT CALENDAR IS APPROVED IN ITS ENTIRETY UNLESS THE COUNCIL REMOVES AN ITEM FOR DISCUSSION.  ALL LICENSES ARE GRANTED SUBJECT TO COMPLIANCE WITH ORDINANCES (#31-80 AND #98-40).

COUNCILOR LIMA moved to amend the application to move the event to the Great Friends Meeting House.  Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.    COUNCILOR CEGLIE moved to approve the application as amended.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

COUNCILOR CEGLIE moved to receive the communication.  Seconded by COUNCILOR NAPOLITANO who informed the Council the hearing has been cancelled.  The motion to receive was VOTED UNANIMOUSLY.

 

REMOVED  f.   Communication from Charles Roberts, re:  Requesting the City Council reconsider the request to close Washington Square for the Juneteenth special event (Receive)

 

COUNCILOR CEGLIE moved to receive the communication.  Seconded by COUNCILOR NAPOLITANO.  Charles Roberts addressed the Council regarding the road closure.  Discussion occurred among the Council and Captain Naylor, Newport Police Department.  COUNCILOR CEGLIE moved to refer the street closure request to the city administration for a recommendation.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

 

COUNCILOR CEGLIE moved to approve the Consent Calendar in its entirety except items b(1), b(9), b(10), e and f.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

COUNCILOR CEGLIE moved to approve the license.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

COUNCILOR CARLIN moved to withdraw the resolution.  Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.
