COUNCILOR HOLDER recused.
COUNCILOR CEGLIE opened the public hearing. Evan Smith, Discover Newport, addressed the Council regarding the district. Discussion occurred among the Council and Mr. Smith. MAYOR KHAMSYVORAVONG moved to continue the item. Seconded by COUNCILOR LIMA and voted 3-2 with COUNCILOR CEGLIE and COUNCILOR NAPOLITANO opposed.

Colin Kane provided an update to the Council. Discussion occurred among the Council and Mr. Kane.
4. Sidewalk Café License, Renewal, P2 Investments, d/b/a Root, 6 Broadway
COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
5. Victualing License, New, Pickled and Cured, Inc., d/b/a Chanterelle Restaurant and Thames Street Kitchen, 505-509 Thames St.
COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
6. Sidewalk Café License, New, Pickled and Cured, Inc., d/b/a Chanterelle Restaurant and Thames Street Kitchen, 505-509 Thames St.
COUNCILOR CEGLIE moved to approve the license. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

Energy and Environment Commission
Christina Guarin - 3-year term expires 4/9/2026
MAYOR KHAMSYVORAVONG moved to appoint Christina Guarin to the Energy and Environment Commission. Seconded by COUNCILOR LIMA and VOTED UNANIMOUSLY.
Edith Cowley - 3-year term expires 4/9/2026
COUNCILOR CARLIN moved to appoint Edith Cowley to the Energy and Environment Commission. Seconded by COUNCILOR HOLDER and VOTED UNANIMOUSLY.
Council Liaison Updates
8. Requesting the City Administration to draft an ordinance establishing 12-hour resident sticker parking on certain streets – D. Carlin
COUNCILOR CARLIN introduced the resolution and moved for its passage. Seconded by MAYOR KHAMSYVORAVONG. COUNCILOR CARLIN introduced an amendment to change the timeline for the administration to return to the Council four days prior to the next Council meeting. Seconded by MAYOR KHAMSYVORAVONG and voted 4-2 with COUNCILOR NAPOLITANO and COUNCILOR CEGLIE opposed. Discussion continued among the Council.
COUNCILOR CARLIN moved to adopt the resolution as amended. Seconded by MAYOR KHAMSYVORAVONG. The motion failed with 2-4 with COUNCILOR CEGLIE, COUNCILOR LIMA, COUNCILOR HOLDER, COUNCILOR NAPOLITANO opposed and COUNCILOR CARLIN and MAYOR KHAMSYVORAVONG in favor.
9. Amending Section 2.68.040, of the Codified Ordinances, entitled, “Federal, state and local assistance.” and Section 2.68.080, entitled, “Subdivision regulations.” (Second Reading)
COUNCILOR CEGLIE moved to adopt the ordinance on second reading. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
10. Amending Section 17.04.050, of the Codified Ordinances, entitled, “General Requirements.” (Second Reading)
COUNCILOR CEGLIE moved to adopt the ordinance on second reading. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
11. Amending Chapter 17.08, entitled, “Definitions” (Second Reading)
COUNCILOR CEGLIE moved to approve the ordinance with the exception of the definition of “lot building coverage”. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
COUNCILOR CEGLIE moved to continue the definition of “lot building coverage”. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

CITY MANAGER KENNEDY provided an update on traffic safety and implementation plans.
22. Action Item #6305/24 – RE: Purchase and Sale Agreement – RI Department of Transportation (RIDOT) - 81 Garfield Street (w/accompanying resolution)
COUNCILOR CEGLIE moved to receive the communication and adopt the accompanying resolution. Seconded by COUNCILOR NAPOLITANO. Robert Schultz, Director of Utilities, addressed the Council to answer questions. The motion to approve VOTED UNANIMOUSLY.
COUNCILOR CEGLIE moved to adjourn as Council and convene as Board of License Commissioners. Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.
