MINUTES FOR THE REGULAR COUNCIL MEETING

NOVEMBER 10, 2020

The following items of business, filed with the City Clerk under the Rules of the Council, came before the Council at a meeting held in accordance with Governor Raimondo’s Executive Order 20-25 on November 10, 2020 at 6:30 p.m.  

 

The CITY CLERK called the roll, and the following members were present:

Removed  d.   Memorandum from the City Solicitor, re:  Proposed Zoning Ordinance Amendments regarding retail marijuana facilities (Receive and refer to the Planning Board and order advertised for public hearing)

 

COUNCILOR TAYLOR moved to approve the memorandum and refer to the Planning Board and order advertised for public hearing.  Seconded by COUNCILOR NAPOLITANO.  CITY SOLICITOR BEHAN addressed the Council.  The motion to approve and refer was VOTED UNANIMOUSLY.

 

COUNCILOR TAYLOR moved to approve the Consent Calendar in its entirety with the exception of item d.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

 

LICENSES AND PERMITS

 

2.   2020-2021 Annual Victualing License Renewals

 

a)   Liquor establishments

 

COUNCILOR TAYLOR moved to approve the license renewals.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

 

b)   Non-liquor establishments

 

COUNCILOR TAYLOR moved to approve the license renewals.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

 

c)   Non-liquor establishment (Extended Hours)

 

COUNCILOR TAYLOR moved to approve the license renewals.  Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.

 

RESOLUTIONS

 

3.   Honoring City Councilor Justin S. McLaughlin

 

MAYOR BOVA moved to approve the resolution in acclimation.  COUNCILOR MCLAUGHLIN addressed the Council regarding his time on the City Council.  The vote of acclimation was VOTED UNANIMOUSLY.

 

MAYOR BOVA moved to suspend the Council Rules and add the resolution honoring City Council Susan D. Taylor.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

MAYOR BOVA moved to approve the resolution in acclimation.  COUNCILOR TAYLOR addressed the Council regarding her time on the City Council.  The vote of acclimation was VOTED UNANIMOUSLY.

 

ORDINANCES

 

4.   Amending Chapter 10.52.010 of the Codified Ordinances entitled, “No Through Streets Listed-Signs Required” to add Prospect Hill Street between Spring Street and Bellevue Avenue (First Reading)

 

COUNCILOR TAYLOR moved to adopt the ordinance on first reading.  Seconded by COUNCILOR NAPOLITANO and VOTED UNANIMOUSLY.

 

COMMUNICATIONS FROM THE CITY MANAGER

 

5.   Class F-1 Daily Liquor License, Island Moving Co., d/b/a Newport Nutcracker Film Screening and IMC Encore Award, Bowen's Wharf; December 10, 2020 from 6:30 p.m. to 8:30 p.m.

 

COUNCILOR TAYLOR moved to receive the communication and adopt the accompanying resolution.  Seconded by COUNCILOR CEGLIE and VOTED UNANIMOUSLY.

 

COUNCILOR TAYLOR moved to adjourn as Council and convene as the Board of License Commissioners.  Seconded by COUNCILOR LEONARD and VOTED UNANIMOUSLY.

COMMISSIONER TAYLOR moved to adjourn as Board of License Commissioners and reconvene as Council.  Seconded by COMMISSIONER  LEONARD and VOTED UNANIMOUSLY.
