Coordinator of Human Resources

 

            Under the direction of the Superintendent of Schools, the position assumes responsibility for the direction, planning, coordination and administration of all programs, functions, and activities of the school human resources functions.  HR duties include but are not be limited to recruiting, hiring, staffing, training, classification, benefits, wellness, safety, compensation, labor relations, and Rhode Island Department of Education Regulations. The Coordinator of Human Resources must be able to participate in negotiations and administer multiple collective bargaining agreements/contracts.

 

DUTIES & RESPONSIBILITIES:

 

·         Partner with employees and management to communicate various human resource policies, procedures, laws, standards and other regulations.

·         Respond to employee relation issues such as employee complaints, harassment allegations and civil rights complaints.

·         Maintain and coordinate employee wellness programs.

·         Coordinate hiring process to ensure compliance with policies, labor laws, and union contracts.

·         Maintain working relationship with union officials and participate in union activities, including but not limited to daily contract administration, negotiations, and grievances.

·         Manage district’s benefits program for employees and retirees, including medical, dental, and life insurance plans.

·         Administer district-wide Unemployment and Workers Compensation programs.

·         Maintain personnel records and human resource information systems to ensure timely and accurate reporting.

·         Maintain compliance with federal, state and local employment and benefits laws and regulations and stay abreast of current developments in the human resource field.

·         Participate in administrative staff meetings and attend School Committee meetings as requested by the Superintendent.

·         Develop annual human resources budget and monitor same.

·         Manage Course Reimbursement Requests

·         Manage School Lunch Program.

·         Maintain employee attendance records.

·         Exercise oversight authority and broad discretionary judgment to manage all functions and resources of the School Human Resources to achieve the organization’s priorities and objectives.

·         Collaboratively and cooperatively work with the Superintendent of Schools, Business Manager, Administrators, and other managers to analyze organization and community needs, and take action in response to those needs.

·         Responsible for the oversight and administration of all employee benefits either mandated by contractual agreements or regulatory to include but not limited to health, dental, life,  403(b) plans, flexible spending programs, unemployment, workers’ compensation, safety and wellness initiates, HIPPA, COBRA, DLT, EEOC/ADA, FLSA, FCRA, vacation, sick and personal leave benefits, employee communications, and supplemental and/or voluntary benefits.

·         Responsible for recruitment, placement, retention, and performance standards and adherence to RI Department of Education (RIDE) standards for educational positions  in accordance with and all applicable regulatory laws, procedures, and reporting.

·         In coordination with Superintendent of Schools, Finance Director, and School Attorney, manage requirements of collective bargaining agreements with all unions.

·         Provide Human Resources policy development, administration, direction and guidance to the organization.

·         Effectively communicate with employees and applicants regarding their employment rights, responsibilities, opportunities, and benefits.

·         Develop and administer policies and procedures regulating employee leaves (FMLA, personal leave, etc).

·         In conjunction with Administrative Team, develop and administer standards and criteria of employee job descriptions and performance.

·         Establish and coordinate employee training programs.

·         Maintain professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.

·         Ability to write instructions, procedures, policies, opinions and briefs.

·         Ability to make oral presentations and oral argument.

 

Qualifications

·         Bachelor’s degree from an accredited college or university with a major in Human Resources, Education, or Business Administration.

·         Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) preferred.

·         Two to four years of experience in a human resource role.

·         Familiarity with applicable federal, state, and local requirements to ensure legal compliance.

·         Excellent interpersonal skills with the ability to effectively communicate with others in both verbal and written format.

·         Experience in workers’ compensation and benefit design and administration required.

·         Ability to think on one’s feet, multi-task while juggling multiple priorities, reach consensus, and create culture of collaboration and accountability.

·         Ability to appropriately handle confidential information in accordance with district policies.

·         Demonstrated knowledge of, and an ability to use technology as it relates to the job responsibilities.

·         Demonstrated ability to perform the responsibilities as evidenced by course work, educational or related experience, professional activities and/or the interview process.

·         Documentation of a clear BCI.

·         Demonstrated organizational and problem solving skills.

·         Such alternatives to the above qualifications as Superintendent and/or School Committee may find appropriate.
