1. The meeting was called to order at 4:30 pm by Chair Ed Brady. Eleven (11) of thirteen (13) voting members were present or represented by an alternate.
2. Also present: Justin Bernard, Colin McCarthy, Ryan Healy, OPM, Colliers Project Leaders and Tony Murgida, Gilbane Building Company.
3. Present via Zoom: Matt LaRue, Tina Stanislaski, HMFH Architects; Ed Cifune, Emma Osborne, DBVW Architects.
· MOTION: Marc Thayer moved to accept the meeting minutes from September 10, 2025, and Bill Nash seconded.
· DISCUSSION: None
· VOTE: The motion passed unanimously (11-0).
3.1 No Update
4.1 Introduction of Colliers Construction Representative, Ryan Healy
· Justin Bernard introduced the Building Committee to Ryan Healy. Ryan has been with Colliers almost two years and just finished up a school project. He has been on this project for about six weeks and is the full-time construction site representative, which is like a clerk of the works. He is managing third party consultants like the materials testing and inspection subcontractors. Welcome Ryan!
4.2 Elementary School GMP Update
· Justin Bernard informed the Building Committee that not much has changed with this item.
· Bentley provided a draft GMP amendment for the Elementary School to Colliers on September 4th.
· Roofing alternate pricing is being updated per a meeting with the roofing subcontractor on 10/2/2025.
· The Town’s attorney has completed a contract language review of the GMP amendment, and no comments are required.
· The GMP amendment will be presented to the Building Committee after Bentley’s revisions and a follow-up review by Colliers and the design team. Alternates will be addressed along with the GMP proposal.
· The team is targeting this to happen at the next meeting on October 29th.
4.3 Elementary School Alternates Review
· Justin Bernard informed the Building Committee that the Elementary School alternates will need to be reviewed and approved starting in November 2025 for work to be completed in the summer of 2026.
· Justin explained that alternate #6 is for some hallway work, including removal of existing lockers, painting of walls and installing new lockers. None of the alternates have decision deadlines before November 2025. A review will hopefully take place at the next Building Committee meeting.
4.4 Middle-High School GMP Update
· Justin Bernard informed the Building Committee that Gilbane provided a draft GMP amendment for the Middle-High School to Colliers on September 30th. The amendment is being revised per comments from Colliers and the design team.
· The Town’s attorney has completed a contract language review of the GMP amendment, and no comments are required.
· The GMP amendment will be presented to the Building Committee after Gilbane’s revisions and a follow-up review by Colliers and the design team. Alternates will be addressed along with the GMP proposal, hopefully at the next meeting.
4.5 Middle-High School Alternates Review
· Justin Bernard informed the Building Committee that a review of the alternates is planned to take place at the upcoming Building Committee meeting.
· A couple of the alternates have decision dates before the next meeting, and Gilbane is still working with the subcontractors to resolve these matters. Should any of the bids need to change, no major impact is expected.
· Justin added that alternate #17 can be rejected. This item was from the structural steel subcontractor and was for an increase in thickness of risers. The original thickness is sufficient, so this alternate is not needed.
4.6 Middle-High School Construction Update
· Hydroseeding of the soil stockpile at the south end of the Hoogendoorn site took place last week. The second stockpile will be hydroseeded this Friday.
· Installation of the high school elevator shaft concrete masonry units is in process, and the middle school elevator shaft work will begin soon.
· Structural backfill at the auditorium has begun.
· Freshly placed isolated footings for the Middle School wing have taken place.
· All soils targeted for the Pawtucket site have been removed. About 1000 yards will need to be moved to Johnston, and approvals for this are in process.
· Despite the need to truck soil offsite, the team is still expecting to stay below the allowance for soil removal that was put in the budget.
· The soil at Hoogendoorn has all been tested and is clean so it can be used for construction of future playing fields, offering future cost savings to the Town.
4.7 Two Week Look Ahead
· Both the Elementary School Complex GMP and the MS/HS draft GMP are expected to be ready for review/approval at the next Building Committee meeting. The package contains the cost, clarifications, alternates, allowances, changes, drawings, specifications, construction schedule, and logistics plan.
· MS/HS Bulk Excavation and soil testing and removal, concrete formwork, foundation waterproofing, elevator shaft CMU (concrete masonry units), MEP underground coordination and structural steel mobilization will continue over the next couple of weeks.

5.1 Two Week Look Ahead
· Ed Brady explained that the next meeting is currently scheduled for October 29th, and the team should be prepared to review the GMP and list of alternates.
· The Committee will review the list of alternates to determine which will be included in the GMP package.
· The Committee will then vote to recommend a GMP package including the alternates to present to the School Committee and Town Council for approval.
· Ed informed the Committee that Ryan Healy will be emailing weekly updates to the Building Committee email distribution to keep everyone abreast of the project.
· Tony Murgida shared that he would provide examples of student integration opportunities with the School Department staff to set up a process to get students involved with the project.

· MOTION: Marc Thayer moved for the Building Committee to adjourn at 5:15pm and Don Morin seconded. The motion passed unanimously (12-0).
