PLANNING BOARD MINUTES

Special Meeting – Site Visit

June 26, 2026

The Board conducted a site visit to the property that is the subject of the application listed below. The purpose of the meeting was for Planning Board members to view the subject property.

1.    3:00pm, 193 Honeyman Ave. - Application of The Collection on Honeyman, LLC for Preliminary Plan approval for a 4-lot minor subdivision, including creation of a new public street. A waiver is requested from Section 603 of the Middletown Rules and Regulations Regarding the Subdivision and Development of Land to allow a street with pavement width of 22 feet where 26 feet is required. Property fronting on Honeyman Ave., and further identified as Tax Assessors Plat 114, Lot 139.

 

o   Mr. Croce opened the meeting stating that the purpose of the meeting is to view the property and to ask questions of the applicant for clarification purposes. There should be no deliberations.  He explained to abutters who were present that he would try to answer questions and concerns after the close of the meeting.

o   The applicant Louis Calcagni, and engineer Chris Duhamel presented the project, a 4-lot subdivision with a substantial stormwater drainage system.

o   Mr. Croce asked how they had already began building one of the houses before the Planning Board had approved the project.  Mr. Calcagni explained that they had secured building department approval to begin construction on the existing property lines before the subdivision proposal.

o   Mr. Croce asked Mr. Duhamel to explain how the stormwater drainage system worked since the stormwater did not drain towards the southeast the way it had naturally.  Mr. Duhamel explained that they had redirected the stormwater to drywells and a detention pond that would then overflow to the sewer on Turner Rd.

o   Mr. Calcagni mentioned that the soil had been tested and contaminants were not found to be at a dangerous level.  He also explained that they had brought 4, 1000 gallon water tanks to spray the ground and keep dust from getting into the air during construction.

o   After a short tour of the site the board members were satisfied that their questions had been answered and no other major concerns were expressed.

o   Mr. Croce closed the meeting and then took questions from residents, reinforcing comments regarding stormwater drainage, soil erosion and air quality during construction.

 

Meeting adjourned by consensus at approximately 3:45 pm.
