PLANNING BOARD MINUTES

Special Meeting – Site Visit

March 5, 2025

The Board conducted a site visit to the property that is the subject of the applications listed below. The purpose of the meeting was for Planning Board members to view the subject property.

1.    3:00pm, Application of Seaview Inn LLC for Master and Preliminary Plan approval of a Major Land Development Project for the construction of a 12,000 sq. ft. footprint hotel consisting of 72 units, with parking, utility, stormwater, and other site improvements. The application includes request for a special use permit per Sections 602 and 1401 of the Middletown Zoning Code to allow a hotel building in the office park (OP) zoning district. Requests for waivers from certain provisions of the commercial development design requirements of Section 521 of the Middletown Rules and Regulations Regarding the Subdivision and Development of Land as follows: Sections 521.1.B.2; 521.1.B.3; and 521.3.C.1. Property located at 240 Aquidneck Ave., Tax Assessor’s Plat 115, Lot 54.

o   Mr. Wolanski opened the meeting and shared that the purpose of the meeting is to view the property and to ask questions of the applicant for clarification purposes. There should be no deliberations.

o   Present were the applicant, Mr. Kyriakides, his attorney Mr. Martland, and engineer Mr. Rosa.

o   Mr. Martland summarized the proposal. The application requires a special use permit to allow the hotel building in the OP zoning district.

o   Discussion focused on site layout, parking, and exterior building design. Parking will exceed the minimum requirements of the zoning ordinance. The exterior of the building will be similar to the existing building on the property in terms of design and exterior building materials.

o   Mr. Wolanski noted that while no zoning variances are being sought, waivers from some of the commercial development design guidelines are requested, such as for exterior building materials and some landscaping requirements.

o   Questions from board members were addressed by the applicant and his representatives.

 

Meeting adjourned by consensus at approximately 3:25pm
