VII.            COMMUNICATIONS

Any person who submits a communication to the Council and wishes to speak on it must indicate this in writing no later than 4:00 p.m. the Thursday prior to the next regularly scheduled Council meeting.  A person who lists more than one topic on their communication will be allowed to speak on the first one listed.

 

VIII.            PUBLIC COMMENT Video

All persons wishing to make public comment shall sign a public comment sheet stating their name, address and the subject of their comments.  Each speaker will be limited to three (3) minutes.  The order of speakers will be on a first-come, first-serve basis and the maximum time for public comment shall be limited to thirty (30) minutes per meeting.

1.      SAGE Environmental Inc.’s public meeting notice Metacomet Property LLC.  Regarding objectives of environmental cleanup scheduled for May 12, 2026, at 6:00pm in the City Council Chambers. Councilwoman Sousa Video

2.      Update on Gatekeeper School Bus Stop-Arm Violation Enforcement Program. Council President Rodericks Video

3.      Request for update regarding Oldham School on Bullocks Point. Councilman Lawson. Administration has met with the contractor who submitted a proposal; asked contractor to include the small incubator. Waiting for updated proposal.  Video

4.      Update on Sabin Point storm water pipe project and kayak launch. Councilman Lawson. Update from Administration: Sabin point storm water pipe project will begin in July.  Kayak launch should be completed at the end of May.

6.      Request for update on Crescent Park project.  Councilman Lawson.  Update from Administration: Begin construction at the end of May.  Tent project should be completed by the end of the season.

8.      Capital improvement budget balance and outstanding projects/ purchases. Councilwoman Sousa Video

9.      FY 2025 end of budget report & 2026 mid-year budget standing. Councilwoman Sousa. Administration representative Andre Herrera stated that going forward he will be sending the reports to the council once he receives them from the Finance Department. Mr. Herrera is also looking into the current improvement budget balance and YTD along with how much hs been expended.

10.  Charter Commission recommendations for Council review schedule. Council President Rodericks, Council Vice President Rego. Any charter issues must move by July for the Canvassing Authority to okay them and then send them to Secretary of State and then the RI Board of Elections.

11.  Illegal dumping at the intersection of New Road and Pawtucket Avenue.  Council Vice President Rego.  City Solicitor Marcello mentioned that under the state housing code and city ordinances property owners must keep their property neat and tidy even if the property is vacant. The property can be sited for not cleaning up their property and he/she can be brought into court to either pay the reimbursement for cost or place a lien on the property.

               Kayla Charlwood, general manager for Providence Bagel and no affiliation with Subway addressed the Council on behalf of Khalid Amar.  A motion to approve the delay of closing the business down for two weeks allowing the owner to complete the final paperwork to come in compliance was moved by Councilman Lawson but if it wasn’t for the residents who currently work there, he would have voted it to be closed immediately. The business owner is required to appear at the May 19, 2026 council meeting.
