VII.     COMMUNICATIONS

Any person who submits a communication to the Council and wishes to speak on it must indicate this in writing no later than 4:00 p.m. the Thursday prior to the next regularly scheduled Council meeting.  A person who lists more than one topic on their communication will be allowed to speak on the first one listed.

 

XIII.    PUBLIC COMMENT Video

All persons wishing to make public comment shall sign a public comment sheet stating their name, address and the subject of their comments.  Each speaker will be limited to three (3) minutes.  The order of speakers will be on a first-come, first-serve basis and the maximum time for public comment shall be limited to thirty (30) minutes per meeting.

 

 Ken Goucher – Request left turn signal traffic light at Waterman Avenue and         Pawtucket Avenue in East Providence, RI. Dangerous for senior citizens trying to turn into the senior center.

 

             Debi Perry Good – Complaining of the speed of traffic on our street. Requesting two       speed monitors to be installed on Merrills Street to hopefully slow the traffic before the stop signs.  Also to report drag racing along Massasoit Avenue late at night near the    rotary.

2.      An ordinance in amendment of chapter 11 of the revised ordinances of the City of East Providence, Rhode Island, 1998, as amended, entitled “personnel, pensions and retirement” the council of the city of east providence amends: Sec. 11-252 (1) Death of a retired participant related to eligibility requirements for a surviving spouse of a deceased member.  Introduced by Councilman Fogarty Councilman Lawson presented summary of ordinance stating it is to clear up the language. If you retire and are married the surviving spouse gets the benefits ; If you divorce after retirement the benefit is settled depending on the divorce decree.  If you marry after you retire the current spouse does not get the benefits. Adam Christina, Chairman of the Pension Board reiterated that this ordinance is just clearing up the language. Motion passed 3-0

3.      Ordinance of the Council of the City of East Providence appropriating $134,795 from the East Providence School Department Capital Improvement Revolving Fund.  Introduced by Councilman Fogarty Councilman Lawson gave breakdown of allocation the $134,795. Steel Storage Building EPHS - $90,860; Emergency repairs-drainage pipe Orlo Ave $11,935; Peregrine Group LLC Stage II work to seek reimbursement for RIDOE over next 5 years $32,000.  Motion passed 3-0

1.      Resolution Authorizing the Mayor to Enter Into a Contract with CBIZ CPA's for Auditing Services. Introduced by Council President Rodericks Kyle Connors from CBIZ CPA’s answered questions from the council including keeping up to date with the auditing process to avoid being a year behind in the process. There are portals for both the City and School department to utilize.  Director of Finance Glenda Delgado stated the previous vendor has 4-6 weeks to complete FY24-FY25.

2.      Resolution Authorizing the Mayor to Enter into an Agreement with John Guilfoil Public Relations for Professional Social Media Content Creation and Media Services for the Police Department. Introduced by Council Vice President Rego Police Chief Michael Rapoza stated this new image and social media platform will help residents file complaints online. It will also improve communications between the police and residents of East Providence.  Funding comes from the Department of Justice, not the community.

Brandyn Burke wanted to thank Council Vice President Rego for working in such a timely manner in getting the stop signs installed.  Believe people use that area to avoid the radar equipment. Motion passed 3-0

3.      An ordinance in amendment of chapter 18 of the revised ordinances of the City of East Providence, Rhode Island, 1998, As amended, entitled “Vehicles and Traffic” Section I.  Sec. 18-421 entitled “definitions” of Article XIV entitled “Bicycles” of chapter 18 is replaced and amended to include electric bicycles; Sec. 18-424. – is amended to prohibit the riding of electric bicycles on sidewalks or public foot walks, and creating a new section 18-427, 18-428, and 18-429 related to the regulation and enforcement of electric bicycles in city parks and recreational areas. Introduced by Council Vice President Rego and Councilman Fogarty Councilman Lawson stated he feels installing cameras are a better option than this ordinance amendment. Motion passed 2-1
