- Vice-President Rego thanks his fellow council people and the city clerk who got behind the program, and he states that restaurateurs who got behind the program saw some increase in traffic.

- Councilman Lawson states that the promotion for the program was great, and that the restaurants he went to said things were going well and people were coming in specifically because of the promotion.

- Councilwoman Sousa thanks those that participated, those that were involved, and her fellow council members for the success of the program. Councilwoman Sousa also states that city council would like to support other businesses, not just restaurants, throughout the city.

X. PUBLIC COMMENT

All persons wishing to make public comment shall sign a public comment sheet stating their name, address and the subject of their comments. Each speaker will be limited to three (3) minutes. The order of speakers will be on a first come, first serve basis and the maximum time for public comment shall by limited to thirty (30) minutes per meeting.

- Richard Wood speaks on the community center. He thanks the board for the reconsideration.

- Hugh Campbell speaks on the community center. He notes that as residents and tax payers, they caution the city to monitor the actual billing costs for this project relative to the appropriated funds.

- June Silva thanks the council and is happy that the project is moving forward.

- John Heiney speaks on noise issues relating to outdoor events.

- Libby Narrow thanks the council for reconsidering the resolution.

Timeline for Charter Commission Amendments – Council President Rodericks

- Vice-President Rego states that there is a workshop scheduled for June 27.

2. Pierce Field installation of a batting cage at Amaral & Rodericks Little League Fields - discussion only -Council Vice President Rego

- Vice-President Rego states that he would like to allocate a minimal amount of ARPA funds (less than $50,000) toward this project.

- Chief of Staff, Patricia Resende, states that the batting cages have been ordered and can be installed once they arrive.

Re-allocation of Oldham School ARPA funds – discuss- Councilman Lawson

- Councilman Lawson states that they have $1 million of ARPA funds to reallocate. He would like the money to be reallocated towards recreation.

Review of City Hall Family Fun Night June 19, 2024– discuss – Council Vice President Rego

- Vice-President Rego asks who organized and is in charge of this event.

- Chief of Staff, Patricia Resende, states that the owner of the food truck reached out to the city, and this event wasn’t initiated by the administration.

- Councilwoman Sousa states that the vendors were not put on the docket for a regular meeting, but a workshop meeting. She also states that some vendors were selling liquor on city property, and she does not recall giving permits for liquor use on city property. Councilwoman Sousa would like clarification on this matter.

- Chief of Staff, Patricia Resende states that she will get and provide information regarding permits, insurance and liquor license.

- Vice-President Rego asks if there was a police detail hired because of the the presence of alcohol on city property.

Street traffic and parking concerns at Purchase St – discuss – Councilwoman Sousa

- Councilwoman Sousa states that there are parking concerns and proposes that Purchase Street be turned into a one way from Freeborn to Taunton Avenue.

City park maintenance – discuss – Councilwoman Sousa

- Councilwoman Sousa asks how the city plans to address the parks. She states that it would make sense for a team to clean up the parks on Mondays after heavier use on the weekends. She would like the city to look nice and presentable for when people are utilizing the space.

- Chief of Staff, Patricia Resende, agrees that she would like the city to look as beautiful as it can. She also states that the DPW staff and the recycling coordinator work very hard to do all they can do. She states that there is no way of knowing when trash is deposited at a particular park. She also states that the crews have a regular process where they mow the lawns, take care of the baseball fields, prepare playgrounds, and clean up trash.

East Providence Restaurant week – discuss – Councilwoman Sousa

- Councilwoman Sousa states that they are looking to gather feedback from the restaurants.

Infrastructure improvements for citywide flooding issues; upgrade culverts – discuss – Councilwoman Sousa

- Councilwoman Sousa states that the culverts are smaller than necessary and acknowledges that it is a big project.

- Chief of Staff, Patricia Resende, states that they have conducted interviews with six potential engineering firms. She also states that they have shortlisted three and are working to have them to submit a proposal for the scope of work looking into the city’s major problem areas.

Update on State Street / Abbott Street flooding remediation project and use of buildings for public safety training-discuss - Councilwoman Sousa

- Chief of Staff, Patricia Resende, states that they had their last safety training last week. She also states that on July 12^th, an RFP will go out to bid, on July 26^th, there will be a walkthrough of the site with potential contractors, on August 9^th, RFP responses will be due, on August 16^th, neighbors will be provided with notifications, on August 23^rd, they are expected to complete contract negotiations, on September 30^th, demo begins, and on October 31^st, the demo should be complete.

Appoint independent legal counsel for East Providence Charter Commission amendments – discuss – Councilwoman Sousa

- Councilwoman Sousa states that a charter change for the council to be able to have some of their own legal counsel might want to be considered.

Update on RFQ for On Call Financial Advisor – discuss - Councilwoman Sousa

- Councilwoman Sousa states that it would be beneficial to consider a financial advisor to help navigate some of the decisions that they have to make.

- Councilman Sousa asks for an update regarding applicants and the close date for that.

- City Clerk, Jill Seppa, states that the RFP was posted with a deadline of tomorrow for applicants. She also states that it was placed on the Thursday work session agenda for the council to review submissions.

Statement for Ordinance for Fourth Rescue – discuss – Council Vice President Rego

- Vice-President Rego states that the ordinance that was placed on the docket of the last council meeting for a vote got tabled for further study. He states that another ordinance will be drafted, but was not provided at this time because of time constraints. He states that he will persist until this community receives the services it needs.

- Vice-President Rego states that they are meeting on June 27^th, July 9^th, and then August 7^th. He states that this is an issue because ballot questions have to be certified by the canvassing authority by August 5^th.

2. Standing Item - Discuss impact of Washington Bridge closure in the City of East Providence – City Council

- Councilman Lawson encourages people to spread the word that East Providence is open and that people are visiting the restaurants and cafes and coming to the events.

On July 2^nd, they’re having two meetings with the consultants, after the meetings, they’re going to start doing the interviews with the council. 2. Resolution Amending Resolution No. 81 Adopted January 9, 2024 to Reflect a Change in the Funding for the Installation of Carpet Tiles and LVT Flooring Throughout East Providence City Hall

Sponsor: Council President Rodericks & Council Vice President Rego

- Motion to deny this resolution made by Councilwoman Sousa.

- Councilwoman Sousa states that the council has already allocated funds, so there doesn’t seem to be a need to split funds.

- Vice-President Rego states that they allocated $129,600 on the first meeting in December. On January 9^th they allocated $429,000 out of capital. He states that this resolution would pull some from the capital as well as the ARPA funding.

- Mayor DaSilva’s understanding is that there is not enough funding, and the goal is not to replace capital funding with ARPA funding. He states that they’re trying to bring additional funding so that it covers the total cost of the project. The original resolution was for $89,000, and they’re adding additional funding to that resolution.

- Councilwoman Sousa states that the original resolution asks the city to use capital improvement funds in the amount of $60,000 and ARPA funds in the amount of $69,600 to complete the project, as opposed to the total amount which came initially from capital funds

- Mayor DaSilva states that the capital funding that was authorized through a budget that came through an ordinance or the budget process wasn’t enough money. He states that they’re asking for the additional money so they reach the $129,600.

- Vice-President Rego states that at the last meeting, the finance director stated that there was no ARPA money available. Vice-President Rego asks how they’re coming up with the money.

- Mayor DaSilva states that the money will come from wherever they have unencumbered ARPA funds.

- Councilwoman Sousa makes a motion to table this resolution. Motion seconded by Councilman Lawson. Motion passes 4-0.

5. Motion to reconsider Resolution No. 138 adopted on June 4^th, 2024 related to the Oldham School as the site for the new recreation center and that all ARPA funds be moved to the Oldham site.

- Councilman Lawson states that the administration won’t move the ARPA funds to the Oldham site.

- Councilwoman Sousa states that the council is unanimous in that they want a recreation center. She also states that there have been contentious discussions on where that recreation center should be, how the recreation center should look, and what should be in the recreation center. The process took a while because there were many meetings and a lot of work on the side of the city administration, the architects, and the city council. She states that she will be looking for the traffic concerns that she has at that location. She has been asking for that left-hand turn signal. She believes that it is the responsibility of the administration to make sure that this space and the surrounding area is safe for people to travel by vehicle or by foot.
