IX. COMMUNICATIONS-

Any person who submits a communication to the Council and wishes to speak on it must indicate this in writing no later than 4:00 p.m. the Thursday prior to the next regularly scheduled Council meeting. A person who lists more than one topic on their communication will be allowed to speak on the first one listed.

X. PUBLIC COMMENT

All persons wishing to make public comment shall sign a public comment sheet stating their name, address and the subject of their comments. Each speaker will be limited to three (3) minutes. The order of speakers will be on a first come, first serve basis and the maximum time for public comment shall by limited to thirty (30) minutes per meeting.

Request for update on contamination testing on material pulled from Kent Heights and placed in Riverside- Discuss- Councilman Lawson

Kent Heights could not dump at landfill; due it not being tested. Looking for an update to see if the dump was tested and if contaminated what is the plan and if not contaminated what is the plan. Council President Rodericks clarifies that council members cannot address department heads or employees of the city directly. Chief Staff details that response was provided as follows; that soil was sent out and there was an inquiry, and the soil testing company has not provided their response/results.

Councilman Lawson statement on Crescent Park Project; Concession Stand and Event Tent-discuss-Councilman Lawson

Community does not want anything on water side and that Councilman Lawson is not voting to build anything on the water side. Letting committee know that based on feedback from the public, nothing should be built on the water side, to keep it on the carousel side, and to inform the mayor of the community’s opinion. Council President Rodericks reaffirms that he agrees and proposes that everything can be done on the carousel side. Council VP Rego also agrees. Chief Staff clarifies that they are modifying

the plan based on feedback and are hosting a meeting on Wednesday, August 14^th at 6:00pm in the Senior Center (held by the Carousel Commision) to which the council and community is invited.

Council clarifies confusion.

Inquiry on July 30, 2024, for the total number of full time employees required to run a full time fourth rescue for East Providence – discuss – Council Vice President Rego

Council VP Rego requests read in of correspondence from The Honorable Roberto D. Silva, Mayor of the City of East Providence. Letter of August 6^th to Council VP Rego detailing that it would be unwise to open negotiations as of right now. Council VP Rego states that he will continue to press the issue regardless and states that it is still an issue.

Council President Rodericks moves the agenda to Report of School Committee Liaison under New Business, Item C.

Storefront Improvement Grant current applicant and awardee overview requested July 30, 2024 – discuss – Council Vice President Rego

Council VP Rego asks for a review of all of the applicants and why a specific business was denied. He reiterates that the he would like the Grant to be used properly. Councilwoman Sousa expresses her discontentment with the application process and usage of the ARPA funds available. Councilman Lawson and Council President Rodericks clarify the process and Council VP Rego requests an email be sent to Moran for that specific business mentioned above with the Chief of Staff copied on.

Review of receipts of Storefront Improvement Grant awardee follow up from June 28, 2024 – discuss – Council Vice President Rego

Request to clean sidewalks along the Forbes St Landfill-discuss- Councilman Lawson

Sidewalks on Forbes St Landfill were cleared, and it is now all set.

Council VP Rego was informed by the mayor that they’re presently going to take the staff from the senior center and operate in conjunction with the community center when it comes up.

1. Standing Item - Discuss impact of Washington Bridge closure in the City of East Providence – City Council

No new news. Councilman Lawson brings up the money allocated by the state for businesses impacted and requests that some digging be done. Council President asks Chief of Staff to make a note if the school department received the Washington Bridge allotment promised.

Update on Fire Academy and Collective Bargaining for a Fourth Rescue as agreed upon with the Mayor on December 5, 2023 and placed on the docket June 25, 2024– receive update and discuss – Council Vice President Rego

3. Update on, status of project and predicted timeline– Council Vice President Rego

Councilman Lawson gives update on Oldham.

A. Potter & Burgess Parking Lots

Should be completed by end of August.

B. Pierce Field

In discussion with engineering firm regarding stadium turf upgrades.

C. Storefront Improvement Program

12 new applicants approved by EDC in 2024.

D. Community Center

Approximately additional 6 million in funding announced in June equals approximately 16.5 million total in funding between ARPA and Federal Earmark. More detailed development stage underway to be completed this fall with goal to bid packages in January 2025. Building will not include any swimming pool elements or pool related mechanics. Bentley Constructions chosen in May as construction manager at rick and has been reviewing to streamline packages for bid packages. City is looking to order items early and maintenance plan can be done after design development stage. Additional 80 parking spots added with more efficiency for bus parking, green space area, and walking path.

E. Police Department

Bid opens on August 1^st, contract to go before council in August. Construction slated to begin in early September.

F. Crescent Park Concession Stand

Lease with Dune Brothers approved by council in June, work on building on-going with hope to open this season. Community meeting held with mayor on

7/10/24 to discuss building plans and other park improvements – working on adjustments based feedback.

G. Event Pad

No news.

H. Kent Heights

Construction underway 11,770 change order approved for landscape architect to manage construction. Council approved purchase of compostable toilets 6/25/24.

I. Art Utility Box Project

Artist proposal to be submitted by end of July. Work expected this fall.

J. Bold Point Park

Under construction parking lot should be paved by end of season with walking paths currently under construction.

K. Oldham School Business Incubator

Feasibility study consultant continuing work with scheduling stakeholder interviews and preparing to launch small business survey to gauge interest and get input. High level facility evaluation completed 7/2/24 with no concerns urgent enough to not go forward with the study. Does not include an in-depth analysis of building condition.

L. Oldham School physical building updates; roof, windows and doors

RFP issues for roof replacement lowest bid approximately 800,000.

M. Placemaking- Citywide

Fund intended to match recently approved Commerce RI Main Street grant for street scape improvement on Warren Ave from Watchemoket Square to Broadway, exploring whether new decorative street lights are affordable. Crescent Park Seaside mural final selection this summer. Expected completion in October.

N. Splash Pad- Riverside

Award granted 4/29/24 - council approved O’Brien and Son’s contract 6/4/24. Notice to proceed granted by DEM 7/1/24.

O. Adaptive Playground Equipment

Councilwoman Sousa asks for update on Police Department’s solar panels that RI Energy had promised. City Solicitor Marcello responds that there was an issue with the title to the extension of the parking lot that is currently being worked on to clear up the title.
