XII.     COUNCIL MEMBERS

1.      City infrastructure drainage issues and plan development throughout East Providence; to include but not limited to the Dewey Avenue neighborhood- Discussion only- Council President Rodericks & Vice President Rego

Item moved without objection following Consent Calendar.

Dan Borges reported that significant cleaning happened on Dewey Avenue and has not found issues. He reported that the department CC camera inspected 18 miles and found the system in good condition. They identified 26 low lying locations and mobilized crews to install additional catch basins.

Council Vice President Rego expressed concern that Ferris Ave is not on the list.

2. Discussion and act on allocation of ARPA funding - possible vote

Councilwoman Sousa made a motion to allocation of APRA funds to A-I with the caveat that ordinances to follow to each project, Councilman Lawson seconded, and the motion carried 5-0. 

 

a.      $250,000 to update, road (ground surface) landscape and public access to the boat ramps, lighting, and parking for trailers at Bold Point Park and John Lewis Waterfront Park.-Councilwoman Sousa

Councilwoman Sousa gave an overview of her intent to improve the waterfront area to be enjoyable and accessible. Councilman Lawson spoke that the Council is requesting 3.5 million out of 28 million available ARPA funding and would like to get the funds moving and bring the projects forward. He noted that he is going to add Business Incubator at the former Oldham School.

The mayor spoke on updates of various projects such as Bold Point.

Councilwoman Sousa made a motion to approve funds allocated from APRA funding for Bold Point Project and John Lewis Waterfront Park with a dollar amount to be determined.  Councilman Lawson seconded and the motion carries, 5-0.

Vice President Rego recommended bundling all items. Councilwoman Sousa highlighted that there is a typo on the docket for item c. the dollar amount is $500,000 not $50,000.

3.      Update on restriping of traffic lines at the end of Waterman Ave and Massasoit Ave.-Discussion Only-Councilwoman Sousa

Councilwoman Sousa combined item 3 and 8 without objection and shared photos of the areas of concerns. She spoke about safety concerns since the lines are unclear and expressed frustration about the ongoing lack of activity in these areas. Councilman Lawson sked if this area is part of the DOT project. Dan Borges, director DPW reported that the area is a State DOT area. Dan Borges offered to contact them to alert them to the lines needing to be stripe the lines.

4. Update on the hiring of Arborist as required by the Charter. Overgrowth of Tree branches at trunk of tree in the center city-Councilwoman Sousa

Councilwoman Sousa expressed concern about overgrowth in some areas.

5.      Council Rules -(Mayor Communication)- Provide updated guidelines on appropriate communication for council meetings -Discussion only-Councilwoman Sousa

Councilwoman Sousa clarified that she believes that Mayor Communications should be a quick update and summary on city business and budget items. She would like items are of more informative substance regarding city business. Councilman Lawson agreed to streamline these communications. Councilman Lawson said the proclamations can be on consent agenda.

6. Update from Solicitor regarding House and Senate Bill about Short term rentals, Airbnb – Discussion- Councilwoman Sousa

Councilwoman Sousa reviewed the two bills.

7.      Crook's Point - City to seek leasing property from the State to create public access (emergencies) to waterfront and pond for residents. - Discussion only- Councilwoman Sousa Councilwomans Sousa expressed the importance of Crooks Point safety access.  She is exploring the options of leasing the space for waterfront access to the public. Dan Borges learned from DOT is that the parcel is owned by them and is in the process of ownership to Providence and East Providence. Councilwoman Sousa asked for ongoing updates.

 

8.      An update on the construction on the Henderson Bridge project and road striping. – Discussion Only-Councilwoman Sousa

Dan Borges said this is slated to be complete by 2025, RIDOT is targeting opening the bridge by the end of the year.

 

9.      Install 4 way stop sign at intersection of Barney and Bishop Ave.-Discussion only-Council Vice President Rego and Councilman Fogarty

Council Vice President said speeding is an issue at Barney and Bishop Ave and requested a stop sign. Dan Borges inquired if the intent to install stop signs to slow down traffic. Director of Public Works said there is no evidence that stop signs do not offer speed control. He recommended a traffic study.  

 

10. Update on Radar Speed Sign placements, receive list of locations and projected timeline, including Don Ave and Kelly Ave-discussion only-Council Vice President Rego and Councilwoman Sousa

Council Vice President Rego reported that Dan Borges already notified him that they were delivered and that his crew that would normally install these is working on catch basins. Councilwoman Sousa clarified that the signs have not been assigned. Dan Borges reported that there are some determined but he’s open to ideas. Councilwoman Sousa inquired as to cost and Dan Borges estimated the 18 cost about $40,000.

11.    Update of city paving program for 2023 from Department of Public Works – Discussion only - Council Vice President Rego

Dan Borges reported that the hope is to be able to pave this year.

12. Discussion on trash collection in East Providence public parks from Department of public Works- Discussion only- Councilman Lawson

Councilman Lawson shared he wants to open a conversation to address improving trash pick up at the parks. Director Dan Borges reported that implementing carry in and carry out in lighter use parks and trash removal for more popular parks. He expressed that even though his staff picks up everyday in the summer they can not keep up with the demand. He is hoping to use trash compacter barrels with a higher capacity, and they notify the crew with alerts when they are full. He also shared that tipping fees are going to increase 35% this year. Councilman Lawson suggested signs to promote Carry In Carry Out. Director Dan Borges reported that the are in the works.

13. City Council response to Charter Commission inquiry- Discussion only -Council President Roderick and Council Vice President Rego

Council President, Council Vice President and Councilwoman Sousa all spoke on the Charter Commissions charge. Council President Rodericks said that the council was taking aback at the chairs comments that the council is incompetent. Council President clarified that the Charter Commission is asked to review the Charter how they would like and present recommendations to the Council. The Council will review the current charter and come up with their own suggestions. The City Administration will send in recommendations for the Charter Commission to consider.

Councilman Lawson read the charter guidance.

Council Vice President shared clarification for the Charter Commission endorsing a collaborative effort. He clarified that reviewing Charter Commission recommendations will be reviewed as a whole as in pieces is not productive.

Councilwoman Sousa expressed that watching the recent Charter Commission meeting was disheartened. She suggested focusing on the task at hand and the mission.  

14. Request for RFP to build a concession building at Crescent Park and a concrete pad to hold an event tent. – Vote- Councilman Lawson

Councilman Lawson gave an overview of history of Crescent Park projects. He said that there is already 100,000 for a previous project and has been redefined to a clamshack building, covered seating area and couple public gender-neutral bathrooms and a concrete pad for an event tent.

Napoleon Gonsalves, Director of Administration, clarified with Councilman Lawson on the request. Council President confirmed with Dan Borges that there is already an architect. Napoleon Gonsalves said that there is a meeting in the next couple of weeks.

a.       Report of City Solicitor

                                                              i.      Claims Committee Report  

City Solicitor reported the Claims Committee met and approved the claim by Mynor Osorio in the amount of $1895.20, and they approved the claim of Manuel & Gilda Pereira in the amount of $467.00. For sewer abatements, Alda Cordeiro’s claim was approved in the amount of $283. 97. Industrial Heights Condo (Steve Gentile) denied in the amount of $1347.47 and Kristine Carlson Dreyer approved in the amount of $490.43.

 

In the matter of Samantha N. Burnett vs. City of East Providence, the previous city council had received an allegation of discrimination of the previous city clerk. The Rhode Island Human Rights board investigated and found no wrong doing, they closed the case.

 

8.       REPORT OF SCHOOL COMMITTEE LIAISON

Councilman Lawson reported that he and the mayor attended the most recent budget meeting. He reported that the school is increasing their request for the budget. Councilwoman Sousa requested that the budget that the Council is presented from the school be itemized.
