            Any person who submits a communication to the Council and wishes to speak on it must indicate this in writing no later than 4:00 p.m. the Thursday prior to the next regularly scheduled Council meeting.  A person who lists more than one topic on their communication will be allowed to speak on the first one listed.

VII.       PUBLIC COMMENT

            All persons wishing to make public comment shall sign a public comment sheet stating their name, address and the subject of their comments.  Each speaker will be limited to three (3) minutes.  The order of speakers will be on a first come, first serve basis and the maximum time for public comment shall by limited to thirty (30) minutes per meeting.

2.      Request for clarification on RFP process and how the City Council can assist the administration in creating RFPs for ARPA projects- Discussion and possible vote-Councilman Lawson

Dan Borges explained that the RFP process depends on the type of project. Using splashpad as an example, there is engineering, sewer run off permiting involved,survey, engineered and bid documents to build. The council cannot assist it is the work of the City Engineer. Vice President Rego clarified that council help; suggested that a project manager be hired.  Vice President Rego suggested that maybe the city needs a temporary City Engineer to assist. Councilman Lawson reiterated that if the city needs more help to get the projects done that can be incorporated into the plan.

Malcolm Moore reviewed the rfp process; the department that is requesting the rfp to work up the specs can take a few days, then it’s posted then they are reviewed and awarded.

4.      Discussion on Police Station renovation and funding – Discussion only- Councilman Lawson.

Councilman Lawson suggested consideration what is left in ARPA funds and possible put a freeze. The police station needs to be a priority. Napoleon Gonsalves spoke that the Governor is doing a survey of community needs but the projects have to be a million or above.

5.      Possible suggestions for amendments regarding Council interactions to City of East Providence Charter Sec. 2-18. [City council; administrative service; interactions.]-Discussion only – Council President Rodericks and Council Vice President Rego

Council President Rodericks discussed that ongoing conversations with administration and city employees are necessary that it is part of our job representing constituents. Napoleon Gonsalves agreed things are going well.

a.      East Providence rolls out Tax Amnesty Program for real estate property owners that are behind on their 2022 and prior real estate tax bills. Program will run for a 60-day-period beginning on August 15, 2023 until October 14, 2023.

c.       Learn365-Advancing Learning Beyond the 180-Day School Year Grant Award ($340,000)
