            Any person who submits a communication to the Council and wishes to speak on it must indicate this in writing no later than 4:00 p.m. the Thursday prior to the next regularly scheduled Council meeting.  A person who lists more than one topic on their communication will be allowed to speak on the first one listed.

 

VII.     PUBLIC COMMENT Video

            All persons wishing to make public comment shall sign a public comment sheet stating their name, address and the subject of their comments.  Each speaker will be limited to three (3) minutes.  The order of speakers will be on a first come, first serve basis and the maximum time for public comment shall by limited to thirty (30) minutes per meeting.

IX.       COUNCIL MEMBERS Video

 

1.      Finance update: a) annual FY21 and FY22 audit b) utilization of OpenGov to track capital projects, city expenditures and position/salaries c) ARPA funding expenditures and remaining balance of ARPA funds – Discussion only – Councilman Lawson

 

-          Director of Administration Gonsalves and Finance Director Moore mention the position and salaries are available in the new budget book addition.

-          The FY21 audit is complete

-          Councilman Lawson suggests portions of the ARPA funds be set aside for the parks, playgrounds and fields in the City of East Providence

-          Council Vice President suggests portions of the ARPA funds be set aside for making the playgrounds more friendly for children with special needs.

-          Councilwoman Sousa suggest the Seventh Street playground be used for children with special needs and also suggests the funds be used towards the art district

 

2.      Allocation of ARPA funds: a) projects Council to consider be funded by ARPA funds b) amount of ARPA funds to be allocated to community center – Discussion only – Councilman Lawson

 

-          Councilman Lawson proposes that the Community Center cost be revisited to reduce the cost of the project

 

3.      Update on request for proposal (RFP) for Crescent Park concession project – Discussion only – Councilman Lawson

 

-          DPW Deputy Director Erik Skadberg update states that the architect proposals have been narrowed down to 3 and the City will interview the architects next week.

-          The proposal is for the concession building and event tent pad initial design

 

4.      Acknowledgement of April as Autism Awareness Month – Discussion only – Council Vice President Rego

 

-          Council Vice President Rego recognizes the following city and school employees for their recognition of and work towards Autism; Karen Costa, Chief Chris Francesconi, Sgt. Jamie Aceto, Community Relation Office Patrick Kelley, Fire Captain John Potvin

-          Council Vice President Rego gifts an Autism Awareness packet
