VIII. PROCLAMATIONS & PRESENTATIONS
1. Presentation and possible acceptance of the City of East Providence’s revised 2022 Hazard Mitigation Plan – City of East Providence Planning Department
- Planning Director William Fazioli and EMA Project Manager Wayne Barnes speak to the City of East Providence’s revised 2022 Hazard Mitigation Plan.
- Councilman Cahoon inquires as to the times frame the plan is updated. Wayne Barnes affirms the plan is looked at annually and updated every 5 years.

Any person who submits a communication to the Council and wishes to speak on it must indicate this in writing no later than 4:00 p.m. the Thursday prior to the next regularly scheduled Council meeting. A person who lists more than one topic on their communication will be allowed to speak on the first one listed.

c. Carousel Opening – After a long and difficult stabilization project, we are happy to report that the Carousel is open for residents. Saturdays and Sundays noon to 6pm. Ticket are $2 each.

d. East Providence Neighborhood Day Coalition – On Saturday, August, 20, 2022 EPHEZ will be hosting our 30th Annual Neighborhood Day Celebration at the Onna Moniz Playground/Central Avenue Park. It’s a safe and fun-filled day of activities ranging from the Memorial Walk, Police and Fire Department demonstrations, a live DJ, field games, face-painting, free back-to-schoool backpack giveaways, hamburgers, hot dogs, basketball tournaments and Senior Citizen Bingo. Last year we had over 200 people and we plan for this year to be even bigger.

e. City receives Rhode Island Commerce Awards:
1. $75K to implement the recently completed citywide interpretive signage plan. Funding will be used to support research, writing, image acquisition and graphic production for signage.
2. $75K for the capital investment of lighting including the receptacles along the East Bay Bike Path to enable small and large events to be held in the evening hours and for a portable stage, portable audio system and pop-up canopies.

f. Mayor recently signs the following grand agreements:
1. $400K Kent Heights Recreational Facility w $100K match – Renovation of the Kent Heights Recreational Facility including resurfacing /grading existing multiuse athletic field, new futsal court, accessible walking path and play equipment, landscaping benches and bike racks; Grassy Plains, Trail Head Signings.
2. East Providence Project: Grassy Plains Park Grant: $72,030 this project includes a new parking lot at the Grassy Plains Park trailhead, along with a mile and a half of mixed biking and hiking trails and a half-mile long fully accessible paved trail.
3. East Providence Project: Trailhead Kiosks Grant $11,000 This project includes installation of kiosks at Willett Pond trail, Hunt’s Mills trail, Turner Reservoir Loop trail, and Boyden Heights Conservation Area trailheads.

f. East Providence Community Center: The East Providence community center is on the 11 projects the Congressman David N. Cicilline submitted to the Appropriations Committee. The funding would be used to support the development of a community center for use by youth, families, older resident, and civic organizations. The new center would allow East Providence to offer recreation programming, job training, health monitoring services, public safety training, community meetings, and more. The center would also be utilized by the East Providence Police Department to conduct training and community police outreach programming. City residents have expressed their support for additional recreational space via the approval of two voter referendums to issue bonds for construction of a new recreation center. The City lacks community space, and the addition of this Center would be a tremendous resource where residents could easily access key programming and services.
