I.      CALL TO ORDER –

Council President Britto called the meeting to order. All members of the Council were present. Solicitor Marcello and City Clerk Burnett were in attendance.

III.    NEW BUSINESS

Mayor DaSilva spoke to provide an introduction to the workshop.

A.     Presentation by CDM SMITH AND PURE TECHNOLOGIES concerning East Providence Water Supply including overview of current transmission and supply system, infrastructure, and supply line inspection, and future needs/alternative redundant supply/discussion by City Council and Administration.

Representatives from CDM Smith were present to discuss the above item with the Council. The mayor stated that our water comes from Scituate and the water line comes from Cranston, then Providence, then into East Providence. The mayor stated the water line has never been inspected and it’s important that it occurs.

Kevin Schott, provided an overview of the transmission main, discuss some supplemental supply options the City has and identifying defects in the pipeline.

Mr. Marvel shared that the funding of the project would come from the Water Enterprise Fund.

B.      Bristol County Water Authority – Discussion of plan to connect Pawtucket Water Supply as a secondary and emergency backup source of water. (Phase 2 of its water security plan and possible partnership with the City of East Providence and share the cost of this project.)

Steve Coutu, Director of Bristol County Water Authority was present for the Council for discussion.

Pamela Marchand, Executive Director of Bristol County Water Authority, was available and spoke to the

historical nature of the Providence pipeline, including maintenance.

Paul Smith, of the BETA group spoke about the next progression, called Phase Two, which is getting a

second water supply source for the City of East Providence.

Conversation of the different paths of the project were discussed, including one that involved passing

through the East Providence High School.

Allan Klepper spoke regarding the importance of ensuring this project gets completed.

C.       Presentation by Raftelis of FY 2021 East Providence Water Rate Study Report and consideration of recommendations related to future water rates/Discussion by City Council and Administration.

Dave Fox, representative of Raftelis, was present for the Council and stated that he has been working with

the City since about 2016.

His presentation included cost of service analysis he also built in to include a review of the

City’s five year capital plan which he stated has much drive over the rate structure. He stated the

importance of having a rate study.

The discussion was focused about rates and recommendations from Mr. Fox to the Council.

Ayes captured the vote, 5-0.
